At the core of our performance monitoring is the Mayor’s Management Report (MMR), mandated by the New York City Charter and overseen by the Mayor’s Office of Operations. This report serves as a public account of how City agencies are performing—measuring whether services are being delivered efficiently, effectively, and on time.
