Established in 1950, Eastchester Gardens is one of the oldest public housing developments in New York City and the second oldest public housing development in the Bronx. Eastchester Gardens is home to over 1,850 residents with 10 residential buildings along with a Senior Center and Community Center. Recognizing its historical significance, Eastchester Gardens will be listed on the National Register of Historic Places and will receive historic tax credits to support its revitalization through NYCHA’s PACT Program.

As of March 27, 2025, your development is now part of the Project-Based Section 8 program and has converted through the NYCHA Permanent Affordability Commitment Together (PACT) program. This means that your homes and community spaces will receive much-needed renovations, and you will have access to employment opportunities created by PACT and enhanced on-site social services. Eastchester Gardens Community Plans

NYCHA and the selected PACT Partner Team - MDG Design + Construction, Infinite Horizons, and Wavecrest Management (together, Infinite RDC) - have worked closely with the residents of Eastchester Gardens to understand its 75-year history. Together, they have envisioned a future that honors this legacy by building on the community’s strengths, addressing challenges, and creating a plan that reflects and fulfills residents’ hopes and aspirations for the future of their homes.

PACT Partner Selection

In 2023, NYCHA, with guidance from resident leaders at Eastchester, selected the PACT partner team that will deliver more than $391 million in comprehensive repairs and upgrades to Eastchester Gardens, serve as the property manager, and provide enhanced social services and community programs.

MDG Design & Construction, Wavecrest, and Infinite Horizons (together, Infinite RDC) will lead the project as co-developers; Upon conversion into the PACT Program, Wavecrest Management will be the property manager for Eastchester Gardens. BronxWorks was selected as the onsite Social Service Provider.

With the PACT partner team now in place, NYCHA will continue to work closely with residents, Resident Association leaders, and other partners to create detailed rehabilitation, property management, and social services plans, as well as promote job opportunities and enhance resident amenities and programs.

The renovations are expected to begin in the Spring of 2025 and conclude at the end of 2028. In March 2025, Wavecrest will take over management responsibilities from NYCHA. However, you will remain a NYCHA resident, as NYCHA will continue to own the land and buildings, determine your rent, and monitor the performance of all PACT partners.
