Join the conversation about community and capital investment at your development made possible through PACT.

Your development has been selected to be a part of the Permanent Affordability Commitment Together (PACT) program. This means that your homes and community spaces will receive much needed renovations, you will have access to employment opportunities affiliated with the repairs and on-site social services will be enhanced.

Because this is your home and your community, we want your expertise to shape what PACT will do at your development. We’d like you to join us in a community planning process to design and envision your community spaces and provide critical feedback on any proposed upgrades for your home.

What is PACT?

Through PACT, your development will be included in the federal Rental Assistance Demonstration (RAD) and convert to a more stable, federally funded program called Project-Based Section 8. This allows NYCHA to unlock funding to complete comprehensive repairs at your development, while also ensuring homes remain permanently affordable and residents have the same basic rights as they possess in the public housing program.

Once the property is converted to Project-Based Section 8, NYCHA will lease the land and buildings to the development partners, who will conduct the repairs, serve as the new on-site property manager, and provide enhanced social services and community programs.

PACT Partner Selection

NYCHA has identified the PACT Partners who will deliver comprehensive repairs and serve as the new property management to Bay View. Infinite Horizons and RDC Development will lead the project as co-developers; MDG will be the general contractor, and Wavecrest Management will be the property manager. In the coming months, a social service provider will be added to the team.

Over the course of the next 12 months, NYCHA and the PACT Partners will engage with you and your neighbors to begin planning for these historic investments, which will include comprehensive repairs and upgrades to all apartments, buildings, common areas, public spaces, heating and cooling systems, elevators, security systems, and other physical elements of your community.

Resident Meetings

Resident Meeting #1

On December 22, 2022, Bay View residents came together to talk about PACT and how it will bring needed repairs and improvements to their community. These meetings were held in English with live Mandarin, Cantonese, Haitian Creole, and Spanish interpreters. At the meetings NYCHA discussed:

  • PACT will bring significant upgrades to Bay View, including repairs to the buildings, apartments, heating systems, and common areas.
  • Resident rights and protections are preserved under the PACT program.
  • NYCHA will work closely with residents and resident leadership throughout the entire PACTprocess.
  • Rent will continue to be set at 30% of adjusted gross household income.
  • Residents do not have to apply for Section 8; they will automatically transfer over to the Project-Based Section 8 program as part of PACT.
  • Free legal services will be available to residents before new leases must be signed
