Robin Yudkovitz was appointed Senior Vice President of Human Resources in October 2025. She oversees NYCHA’s Human Resources Department, which includes Resource Fulfillment, Employee and Labor Relations, Benefits, and Timekeeping. Robin initially joined NYCHA in 2007, serving as labor and employment counsel within NYCHA’s Law Department. In this role, she provided counsel on various labor and employment-related matters. Robin rejoined NYCHA in 2017, first as the Human Resources Deputy Director of Labor and Employee Relations, and most recently as the Vice President of Labor and Employee Relations, where she was responsible for providing day-to-day guidance on labor relations matters, regularly engaging with NYCHA’s labor partners, and overseeing employee-related matters, including employee probationary periods, job performance, and progressive discipline. Prior to rejoining NYCHA, Robin served as Assistant General Counsel, Human Capital, in the NYC Department of Citywide Administrative Services’ (DCAS) Office of the General Counsel. At DCAS, she provided advice and counsel on employment-related matters, such as the New York State Civil Service Law, the City’s Personnel Rules and Regulations and personnel-related policies, as well as federal, state, and local employment laws, and represented DCAS before the New York City Civil Service Commission. Robin holds a Bachelor of Arts degree in psychology from Lafayette College and earned her Juris Doctor from Syracuse University, College of Law.
