Lillian Harris was appointed Senior Vice President for Leased Housing in August 2025. In this role, she oversees NYCHA’s Housing Choice Voucher (Section 8) program — the largest in the nation — providing federally funded rental assistance to approximately 225,000 low-income households through partnerships with nearly 30,000 private landlords.
Ms. Harris has held a series of leadership roles at NYCHA, with a focus on performance management, quality assurance, and business process improvement. Throughout her tenure, she has led initiatives to streamline and strengthen operational and administrative functions across both public housing and the Housing Choice Voucher programs. She began her career in the Performance Tracking and Analytics Department, where she helped expand the agency’s performance management framework and reporting capabilities, and later led the implementation of a comprehensive quality control and compliance program for the Leased Housing Department.
Prior to joining NYCHA, Ms. Harris served as a consultant with the Administration for Children’s Services, supporting efforts to improve reporting and data management systems, and as a project manager at an evaluation firm.
Ms. Harris holds a Bachelor of Arts in psychology from Loyola University and a Master of Arts in forensic psychology from John Jay College of Criminal Justice.
