Georgiana Okoroji is Senior Vice President of Financial Planning & Analysis, where she specializes in budgeting, forecasting, financial reporting, data-driven decision-making to provide clear, actionable insights to senior leadership. She has more than 15 years of experience in public sector budgeting, financial planning, and strategic analysis.

Georgiana leads the department and oversees multi-year operating and capital budgets, including five-year financial plans. She has managed the financial operations of large, complex programs totaling more than $5 billion that support Section 8, public housing, and grant-funded initiatives. Her expertise includes budget development, variance analysis, cost allocation, and assessing the financial impact of federal, state, and local policy changes, while ensuring compliance with government regulations.

She has successfully managed multidisciplinary teams and driven cross-functional initiatives to improve efficiency and strengthen financial controls. Under her leadership, NYCHA implemented position-based budgeting to better align hiring with budgeted positions in Hyperion and enhanced project-based budgeting to ensure compliance with HUD operating subsidy requirements. She also led the implementation of the Financial Planning Analysis Database, which enhanced transparency and collaboration in the budget planning process.

Georgiana’s work has contributed to NYCHA receiving the Government Finance Officers Association Distinguished Budget Presentation Award nine times. She holds a Master of Business Administration in finance from Southeastern University and a Bachelor of Science in finance from Touro College.
