Dylan Baker-Rice has served as Deputy Chief Asset and Capital Management Officer since 2024. In this role, Dylan helps to lead a division of over 450 staff in capital planning, design, and construction for capital improvements of public housing with an annual capital budget of $1.3 billion. Dylan joined NYCHA in 2021, initially serving as Director, and later Senior Director, of Asset and Capital Management’s Architecture and Engineering Services Department.

Prior to NYCHA, Dylan worked in affordable housing and the architecture, engineering, and construction industry for more than 20 years, both in the US and abroad. He has served in leadership roles at international architecture practices such as Zaha Hadid Architects in London and Asymptote Architects in New York, and as a principal of Studio Baker-Rice in Brooklyn and Affect-t in Hong Kong. He has designed and built large-scale cultural projects, multi-family and affordable housing, and mixed-use, commercial, and single-family residential projects in Europe, the Americas, and across Asia.

In addition to his work in architecture and construction, Dylan has taught and lectured at architecture and urban design schools, including Pratt Institute’s Graduate School of Architecture, the University of Hong Kong, and Columbia University’s Graduate School of Architecture.

Dylan graduated Summa Cum Laude with a Bachelor of Science in construction technology and sustainable development from Appalachian State University. He holds a Master of Architecture degree from Columbia’s Graduate School of Architecture, Planning, and Preservation.
