Charles Furrey is the Senior Vice President and Managing Attorney in NYCHA’s Law Department. In partnership with Office of General Counsel colleagues, he oversees the department’s administrative operations, including staff management, budgeting, and resource planning. Charlie also works closely with the department’s transactional and administrative divisions, supporting negotiations, legislative and regulatory review, and coordination with NYCHA’s operational teams.

Charlie joined NYCHA in 2020 in the Law Department’s Legal Counsel Division, advising on federal, state, and local legislation and regulations. Much of his work focused on streamlining agency procedures to improve services for NYCHA residents and program participants. He was key in implementing the 2022 New York City Public Housing Preservation Trust Act, including developing — with resident input — the procedures governing resident votes on proposed modernization strategies.

Before joining NYCHA, Charlie spent eight years at the New York City Taxi and Limousine Commission. There, he helped modernize regulations governing the TLC’s 200,000 licensed drivers and yellow medallion taxicabs, while advancing internal operational improvements. He served as a primary liaison to external stakeholders and elected officials on issues impacting the yellow taxi industry, and led the redeployment of staff and resources to support TLC drivers and the City’s residents during the COVID-19 pandemic.

Charlie holds a Juris Doctor from the Benjamin N. Cardozo School of Law, and a Bachelor of Science and a Master of Science from the University of Toledo.
