Labor and Human Rights Disclosures

Pursuant to Local Law 40 of 2026, codified as § 6-151 of the New York City Administrative Code, agencies may request voluntary disclosures from bidders about the efforts such bidders are undertaking to prevent and root out labor and human rights violations in their operations and supply chains. These violations can include child labor, forced labor, wage theft, unsafe working conditions, and violations of the freedom of association.

Local Law 40 of 2026 requires MOCS to establish a standardized labor and human rights disclosure form that contracting agencies shall use when requesting voluntary labor and human rights disclosure, and make such form publicly available online.
