Local Law 12 of 2023 (“Local Law 12”), codified as section 23-1004 of the NYC Administrative Code, requires agencies to prepare and publish 5-year accessibility plans using a template provided by the Mayor’s Office for People with Disabilities (MOPD). Proposed plans were required to be published no later than December 31, 2023 and final plans, following a public comment period, were required to be published no later than March 15, 2024.
The Mayor’s Office of Contract Services (MOCS) is a New York City oversight and service agency that is dedicated to optimizing existing operations and transforming processes to make it easier to do business with the City. As the owner and manager of PASSPort (Procurement And Sourcing Solutions Portal), the City of New York’s end-to-end digital procurement platform, MOCS is charged with supporting agencies, vendors, and the general public in understanding, accessing, and participating in Citywide procurement in addition to all other services including public hearings, trainings, webinars, and events.
Each NYC agency created a 5 Year Accessibility Plan in collaboration with the Mayor’s Office of People with Disabilities (MOPD). MOCS’ 5-year Accessibility Plan is currently published on MOCS’ website and this would be the agency’s second annual progress report. Items proposed in the 5-year plan are still pending OMB funding approval. In the upcoming year we would like to focus on implementing items identified in the 5-year accessibility plan such as adding brail signage to our conference rooms and adjusting the ramps in the office to ensure they ADA-regulation compliant.
MOCS believes in an equitable, diverse, and inclusive environment. MOCS is committed to providing persons with disabilities with access to the Department’s services; to identifying, preventing, and removing barriers to accessibility; and to meeting accessibility requirements in a manner that respects the dignity and independence of persons with disabilities.
This plan serves as MOCS’ approach to ensure everyone has access to our services, taking away the barriers that stop people from participating, particularly those persons with disabilities. “Persons with disabilities” refers to those who experience physical, mental health, cognitive, communication, intellectual, sensory, or age-related changes whether they are seniors, others with age-related changes, or people with lived experience of mental health concerns or substance use issues.

The Mayor’s Office of Contract Services welcomes feedback from its employees, guests, and members of public about accessibility at MOCS or about the PASSPort System. We are committed to reviewing and taking the steps to address the barriers that are identified through this feedback process.

As of May 2026, MOCS PTI LMS now has an expanded library (800+ courses and still growing) across high level topics: Business Skills, Leadership & Management, and Technology & Certification Prep. The micro e-course catalog is still available. These courses cover a wide range of topics, including Diversity, Equity, and Inclusion (DEI), personal and professional development, career growth, technology, and software skills. The MOCS Procurement Training LMS runs on Absorb LMS which fully Web Content Accessibility Guidelines (WCAG) 2.1 AA Compliant, is available 24/7, and mobile-responsive.
The MOCS’ Learning & Developing Team now uses an internal review process for all materials regarding accessibility, readability, and content accuracy and have been promoting and teaching staff how to use MOCS’ PTI Learning and Management System
Learning & Development do pre-recorded webinars and capture the transcripts for those recordings. Closed captions are also turned on during live webinars via Webex features.
In Spring 2026, all MOCS Staff were provided with Microsoft teams accessibility guidance information.
MOCS’ Communications team ensures that video content uploaded to YouTube is compatible with closed captioning for enhanced user experience. As of Fiscal Year 2026, Website Team has also begun incrementally providing file type labeling (e.g. PDF, Excel) across the MOCS website.

As of May 2026, MOCS provides reasonable accommodation language in all its vacancy announcements and offer letters. The language is provided for all hiring managers for inclusion in every interview package.
Every hiring manager receives copy of Structured Interviewing and Unconscious Bias presentation.
As of May 2026, we will strongly encourage MOCS staff to take the Disability Etiquette and Awareness training at MOCS’ All Staff meeting. This will serve as a refresher for those that previously completed the training and bring awareness to the new staff members that have joined MOCS since then.
