NYC 15/15 Rental Assistance Request for Proposals (RFP)

The New York City (NYC) 15/15 Supportive Housing Initiative launched in 2015 with the goal to fund and develop 15,000 new units of supportive housing over 15 years. As part of this initiative, HPD’s Office of Housing Access and Stability has launched the NYC 15/15 Rental Assistance Request for Proposals (RFP) to award project-based rental assistance to projects with New York City-administered service contracts seeking to preserve or rehabilitate existing supportive housing units. (Projects that will be creating new supportive housing units and have received an NYC 15/15 service award from HRA should apply separately as instructed below.)

In this cycle of the RFP, HPD will award rental assistance to up to a total of 150 units across all projects.

NYC 15/15 Application Pathways

Applicants for NYC 15/15 Rental Assistance should be property owners who are proposing to develop, rehabilitate, or preserve supportive housing. There are two pathways to apply for NYC 15/15 Rental Assistance:

  1. Owners with a conditional NYC 15/15 service award from HRA’s RFP for the Provision of Congregate Supportive Housing seeking to create new supportive housing units should complete the linked application and email it to NYC1515@hpd.nyc.gov. These applications will be reviewed and awarded on a rolling basis. Eligible applicants may be nonprofit organizations or partnerships between nonprofit and for-profit entities.

  2. Owners with other New York City-administered supportive service contracts seeking to preserve or rehabilitate existing supportive housing units should complete HPD’s NYC 15/15 Request for Proposal (RFP) by the cycle deadline to be considered in the competitive selection process.

Applicants are encouraged, but are not required, to attend the virtual pre-submission conference prior to submitting an application. To confirm attendance, please email NYC1515@hpd.nyc.gov by 5:00 PM on the day prior to the scheduled conference. The link to attend the virtual conference will be emailed to all registered attendees prior to the event.

RFP Submission Requirements

Applicants should email a completed NYC 15/15 RFP Application to NYC1515@hpd.nyc.gov by the deadline. When submitting the NYC 15/15 application, please use the subject line “NYC 15/15 RFP Submission - Project Name".

HPD will only review complete applications submitted by 11:59 PM on the submission deadline.

RFP Eligibility Requirements

Applicants should be owners of supportive housing with City-administered supportive service contracts. Owners may be the service provider for the project or  may partner with a service provider to deliver on-site services to tenants.  

All projects must either already have in place a regulatory agreement with HPD that will cover the life of the Rental Assistance Contract (RAC) or certify that they will enter into/extend an existing regulatory agreement with HPD by RAC execution in order to meet this requirement. Projects working with an HPD program must request support from their HPD program before applying for NYC 15/15 Rental Assistance. HPD programs will review requests for support based on the project’s alignment with HPD’s priorities and the project’s readiness to enter into a RAC (or ARAC for projects undergoing rehabilitation).

NYC 15/15 Rental Assistance may only be provided for up to the number of units covered under the supportive services contract.

Providers are required to ensure that all new referrals for units funded with NYC 15/15 Rental Assistance are received through the Coordinated Assessment and Placement System (CAPS). In-place tenants not referred through CAPS who are eligible for services under the project’s service contract may also receive NYC 15/5 Rental Assistance.

RFP Selection Criteria

HPD will apply the following selection criteria when evaluating submissions to this RFP:

  • Demonstrated need for NYC 15/15 Rental Assistance to address property health and provide tenant stability. This can include the use of NYC 15/15 Rental Assistance to leverage financing for rehabilitation or to address project cash flow challenges.
  • Experience of ownership entity in sound building management and responsiveness to address the needs of residents at risk of eviction.
  • Owner and/or service provider capacity to manage a project with NYC 15/15 Rental Assistance, including any past indicators of performance under other HPD project-based rental subsidy programs, regulatory agreements, and other areas.
  • Ability to close and execute NYC 15/15 Rental Assistance Contract (RAC) or Agreement to enter into a Rental Assistance Contract (ARAC) within 12 months of award.
