How to Get Involved

The Jersey Street Community Visioning Report summarizes the results of the community engagement process conducted from March-June 2023. The report is attached to the Jersey Street RFP, and development teams responding to the RFP are strongly encouraged to consult the report and thoughtfully respond in their proposal. After the development team for the Jersey Street Site is selected, HPD and the development team will continue to provide regular updates to Staten Island Community Board 1 and other community stakeholders.



What We've Done So Far

  • March-May 2023 – We collected community input through a Project Questionnaire and Public Comments Map | El mapa de Comentarios Públicos.
  • March-April 2023 – We flyered around the neighborhood and talked to local businesses and residents about the project.
  • March 29, 2023 – We had a table set up at the St. George New York Public Library Center from 4:00pm-6:00pm with information about the project and general housing resources.
  • April 4, 2023 – We held a Community Visioning Workshop at the JCC Gerard Carter Center.
  • April 15, 2023 – We had a table set up at the Saint George Greenmarket with information about the project and general housing resources.
  • April 22, 2023 (10:00am-3:00pm) – We had a table set up at NYCDOT's Car-Free Earth Day on Minthorne Street
  • April 25, 2023 (5:45pm-8:00pm) – We held a Virtual Community Visioning Workshop held on Zoom. See the flyer | el folleto for the event.
  • April 27, 2023 – We took the HPD Outreach Van to Victory Blvd near the site to share information about the project and gather input.
  • April 27, 2023 – We attended the New Brighton Civic Committees general membership meeting to share information about the project and gather input.
  • May 17, 2023 – We attended the St. George Civic Association general membership meeting to share information about the project and gather input.
  • June 6, 2023 – We gave a Report-Back presentation summarizing takeaways from community engagement at Staten Island Community Board 1's Land Use Committee Meeting.

Our Approach to Community Engagement

No one understands neighborhood conditions and needs better than those who live and work in the community. HPD values this expertise, which is why community engagement is central to the affordable housing development process. The goal of this outreach is to build upon the previous engagement to identify priorities for housing, retail, services, and public space.

The predevelopment engagement process will culminate in the publishing of a Community Visioning Report (CVR) that summarizes this engagement. The CVR as well as any public presentations or other engagement materials will be linked on this webpage. The CVR will be attached to the Jersey Street RFP, and development teams responding to the RFP are strongly encouraged to consult the CVR and thoughtfully respond in their proposals. HPD will evaluate how well development teams incorporate the community vision from the CVR in their submissions. More information about the RFP process can be found in the RFP Process & FAQs tab.


Previous Engagement

HPD conducted preliminary outreach on the Jersey Street Site as part of the Bay Street Corridor Neighborhood Plan which was led by the NYC Department of City Planning (DCP) and approved in 2019. The 2019 Uniform Land Use Review Procedure (ULURP) approval included approval of development of affordable housing and amenities on the Site.
