On June 26th, 2019, the City Council voted to approve the Bay Street Corridor Neighborhood Plan with modifictions. The zoning changes are now in effect. See the adopted Special Bay Street Corridor District text.

In addition to the adoption of the proposed zoning changes, the Bay Street Neighborhood Plan represents $250 million in investments – including $100 million in dedicated new funding - in housing, public space, waterfront access, education, transportation, economic development and infrastructure. Recent Trends

The Bay Street Corridor, zoned for manufacturing uses since 1961, is located between Tompkinsville Park and Tappan Park. Over $1 billion in public and private investments are under construction or have been announced within walking distance of the Bay Street Corridor. The Neighborhood Planning Process is an opportunity to work with the community and ensure that they are engaged to help shape their borough's future.

The Bay Street Corridor Neighborhood Plan will connect the existing mixed-use town centers of St. George, Tompkinsville and Stapleton by creating a new walkable neighborhood with opportunities for housing, businesses and jobs with access to existing public transportation.

The Bay Street Corridor Neighborhood Plan aims to examine key land use and zoning issues in the neighborhood, but also take comprehensive look at current and future community needs to identify a wide range of strategies for the corridor’s growth and vitality. For example, we propose to create a new mixed-use district on the North Shore of Staten Island to support the borough’s downtown neighborhoods, provide a wider range of retail and services, and expand affordable housing options for a range of income groups, including seniors and young adults.

Bay Street Corridor Study Area

The Plan is a part of PDF Document Housing New York, the Mayor’s housing plan to build and preserve affordable housing through community development initiatives and to foster a more equitable and livable New York City. Housing is considered “affordable” if a household spends no more than a third of its total income on housing costs.

This Plan builds on the PDF Document North Shore 2030 Report, released in December 2011. This ground-up planning process intends to leverage $1 billion public and private investments recently devoted to St. George and along the Stapleton Waterfront.

Surrounded predominately by residential zoning districts along the principal connection between St. George, Stapleton, and the Verrazano Bridge, the Bay Street Corridor study area is an existing M1-1 manufacturing zoning district, where as-of-right residential development is currently not permitted. Rezoning this area is an opportunity to enable development which will better serve the surrounding neighborhoods and capitalize on the existing transportation infrastructure within one of Staten Island’s most transit rich areas.

Through a series of public events, including Local Advisory Committee meetings, public open houses, and engagement with community groups, the Bay Street Corridor Planning Team has been working to take the community’s goals and craft guiding principles that inform specific land use objectives to guide the long-term vision for the future of the Bay Street Corridor.

Bay Street Corridor Neighborhood Plan - Guiding Principles

  • CREATE A VIBRANT, RESILIENT DOWNTOWN ENVIRONMENT providing stronger connections to New York Harbor and surrounding neighborhoods;
  • SUPPORT CREATION OF NEW HOUSING, INCLUDING AFFORDABLE HOUSING, for the broad spectrum of North Shore needs: Seniors, Young Adults, Lower Income Families, Working Families, Artists and Creators;
  • SUPPORT NEW AND EXISTING BUSINESSES AND NEW COMMERCIAL DEVELOPMENT by encouraging new jobs through creation of a thriving, pedestrian-friendly retail/business corridor between St. George and Stapleton; and
  • ALIGN INVESTMENT IN INFRASTRUCTURE, PUBLIC OPEN SPACES, AND SERVICES in the Bay Street Corridor to support current demands and future growth.

Bay Street Corridor Zoning Framework & Land Use Objectives

Bay Street Corridor Land Use Objectives:

  • Promote higher density mixed-use developments
  • Permit highest density buildings with housing, retail, and community facilities on sites closest to transit
  • Reinforce job-generating uses by permitting commercial buildings and continuing to permit long-standing local businesses
  • Preserve views to the waterfront from hillside neighborhoods and encourage a better pedestrian environment along Bay Street through specific zoning regulations for building heights and street walls
  • Maintain integrity of adjacent lower density neighborhoods
  • Promote the development of housing and commercial uses on Canal Street to improve connections to Tappen Park
  • Allow taller buildings at Stapleton Waterfront Phase III to allow for improved open space planning and align with proposed heights along Bay Street

If pursued, the above land use and zoning objectives would be paired with strategies developed by the Bay Street Corridor Planning Team to identify and implement critical neighborhood investments needed to support the current and future residents of these North Shore neighborhoods, including a Housing Plan developed by the Department of Housing Preservation and Development (HPD) and infrastructure improvements by various agencies.

The Bay Street Corridor Planning Team has engaged local residents, civic organizations, community groups and elected officials to create a community-supported vision for the Bay Street Corridor.

What Is The Bay Street Corridor Planning Team? 
The Bay Street Corridor Planning Team consists of 11 City agencies, led by the Department of City Planning in coordination with HPD and the Economic Development Corporation (EDC). Various City agencies continue to be a part of the Team to help solicit input, answer community questions and provide technical expertise as part of Bay Street Corridor Neighborhood Plan.

Local Advisory Committee
Early in the process, a Local Advisory Committee (LAC) was formed to involve stakeholders in the planning process and serve as a liaison for various communities within the neighborhood. The LAC is an advisory body that consists of a variety of community stakeholders. These meetings serve as a venue to update members on the planning efforts underway and to provide an additional forum for community input.

Major Outreach Events
The Bay Street Corridor Planning Team has hosted over 8 large workshops and town halls and numerous meetings with community groups and stakeholders to solicit input on the Neighborhood Plan from the public.

Formal Public Review – Uniform Land Use Review Procedure (ULURP) 
The New York City Charter requires certain actions that are reviewed by the City Planning Commission to undergo a Uniform Land Use Review Procedure (ULURP). ULURP is a standardized procedure whereby applications affecting the land use of the city would be publicly reviewed. During ULURP, the Community Board, Borough President, and members of the general public have an opportunity to provide comments on the proposed land use actions and associated environmental review. The City Planning Commission (CPC) takes into consideration any written comments as well as testimony during public hearings, and votes on an application. If the CPC approves, the application is sent to the City Council, where another public hearing is held before a City Council vote. 

Public review pursuant to ULURP will be required as part of the following discretionary actions under consideration as part of the Bay Street Corridor:

  • City Map Amendment (Rezoning of the Bay Street Corridor and portion of Canal Street, mapping of the Special Bay Street Corridor District);
  • Zoning Text Amendment (To create the Special Bay Street Corridor District to tailor urban design provisions along Bay Street and amend the modify certain provisions of the Special Stapleton Waterfront District relating to Phase III to allow better site planning);
  • Disposition of City Owned Property.
