Parallel Conveyance (PC) is concentrated in Manhattan's Lower East Side (LES), on local streets between Montgomery St. and East 23rd St. including but not limited to the areas of Avenue C between E 20th Street and E 23rd Street, Water Street between Montgomery Street and Jackson Street, Lewis Street, Delancey Street and Houston Street. The Project is made up of inland drainage infrastructure improvements within the overall ESCR project footprint. Please review the Factsheet for more information.

Daytime Road Closure of Gouverneur Slip E. | Spanish | Chinese
Starting Monday, November 11th, 2024, ongoing until further notice
Monday to Friday, 7:00am to 4:00pm
Saturday, 8:00am to 4:00pm
Gouverneur Slip E., between Water St. and South St., will be closed during work hours to facilitate sewer work. Traffic will be restored at the end of each work day. The sidewalk on the east side of the street will be closed, and limited parking will be available in Water St. Please follow all posted signs. Flaggers will be stationed to assist.

Test Pit Work Resumes Around Avenue C between E. 23rd St. and E. 18th St. | Spanish | Chinese
Tuesday, August 13, 2024, ongoing until further notice from 7:00am to 4:00pm
This work is necessary to determine the integrity of the ground conditions and permanent piles will follow.

These temporary restrictions are in place 24 hours per day, 7 days a week and are necessary to conduct test piles. Please follow all posted signs.

Con Edison Utility Work at E. Houston St. eastbound between Columbia St. & Baruch Dr. | Spanish | Chinese
Starting June 10th, 2024, Ongoing until further notice.
Con Edison begins phased upgrades of their utility lines under the Parallel Conveyance Project contract. Parking restrictions will be in effect during this operation and will communicated through on-site signage. One lane of traffic will be maintained at all times.

No Parking on Columbia St. between E. Houston St. and Delancey St. (350 ft. on east side) | Spanish | Chinese
Starting: Monday, May 20, 2024, until Further Notice
These restrictions are necessary to proceed with steam main work. Please follow all posted signs.

No Parking E. Houston St. between Columbia St. and Baruch Dr.

These temporary restrictions are necessary to excavate for test pits to determine the location of underground structure and utilities. Please follow all posted signs.

Work Begins in Corlears Hook Park | Spanish | Chinese
The week of January 29, 2024, ongoing until further notice
The DDC general contractor plans to initiate a staging in the park for work activities within a shared path in the corridor adjacent to Corlears Hook Park. Mobilization and preparatory work will commence to facilitate this stage, with a section of the ball field and playground closing. Limited access to the park will be available, while the temporary walkway bridge to access the ferry will remain open. Please adhere to onsite signage.

Intermittent Road Closures on Delancey Street between Mangin Street and FDR Service | Spanish | Chinese
January 18, 2024, ongoing until further notice
During work hours, Delancey Street between Mangin St. and the FDR Service Road will be closed intermittently. These temporary restrictions are necessary to facilitate the excavation of test pits. Please follow all posted signs. Flaggers will be stationed to assist.

Subsurface investigation begins in the northern area of ESCR's Parallel Conveyance Project | Spanish | Chinese
Starting on or about July 24, 2023
The contractor will begin their subsurface investigation to prepare for upcoming construction activities in the northern portion of the project on E 20th Street between Avenue C and E 20th Street Loop. More details to follow. Temporary street and sidewalk closures may be necessary to accommodate construction equipment and crews.

Starting June 7, 2023, for ongoing until further notice
These temporary restrictions are necessary to excavate for test pits in the intersection of Lewis St. and Broome St. to determine the location of the sewer main. Please follow all posted signs.

Mobilization begins on ESCR's Parallel Conveyance | Spanish | Chinese
Starting on/about Week of January 23, 2023
Contractor will mobilize equipment and start their survey of the project area to prepare for upcoming construction activities in the southern portion of the project between Montgomery Street and Delancey Street. More details to follow. Temporary street and sidewalk closures may be necessary to accommodate construction equipment and crews. Parallel Conveyance will protect inland flooding areas within the project limits from Montgomery Street to E 25th Street. Work includes installation of watermains, upgrades to existing sewer capacity and relocation of utilities.
