PC Construction Notices

Parallel Conveyance (PC) is concentrated in Manhattan's Lower East Side (LES), on local streets between Montgomery St. and East 23rd St. including but not limited to the areas of Avenue C between E 20th Street and E 23rd Street, Water Street between Montgomery Street and Jackson Street, Lewis Street, Delancey Street and Houston Street. The Project is made up of inland drainage infrastructure improvements within the overall ESCR project footprint. Please review the Factsheet for more information.

Location 1: Water St. / Jackson St. / Corlears Hook Park

Daytime Road Closure of Jackson Street between Water Street and South Street | Spanish | Chinese
Starting Monday, December 30, 2024, ongoing until further notice
Monday to Friday, 7:00am to 4:00pm
Saturday, 8:00am to 4:00pm
Jackson Street, between Water Street and South Street, will be closed during work hours to facilitate sewer work. Traffic will be restored at the end of each work day. The sidewalk will remain open. Please follow all posted signs. Flaggers will be stationed to assist.

No Parking Cherry Street between FDR and Jackson Street (southside) | Spanish | Chinese
Starting May 8, 2023, ongoing until further notice
This restriction is necessary to facilitate a temporary project trailers. Please follow all posted signs.

Locations 2 & 3: Lewis Street / Delancey Street South / Baruch Drive / Delancey Street North

No Parking on Jackson St. between Water & Cherry St | Spanish | Chinese
Starting Wednesday, October 1, 2025, ongoing until further notice
Please be advised that temporary No Parking restrictions will be in effect on Jackson Street, between Water Street and Cherry St. These temporary restrictions are necessary to facilitate sewer Installation work, which is expected to last approximately five weeks. Access for emergency vehicles will be maintained. Please follow all posted signs.

Temporary Street Closure and Detour on Baruch Drive Between Delancey St. North and Delancey St. South | Spanish
Starting Wednesday, October 1, 2025, ongoing until further notice
These temporary restrictions are necessary to facilitate jet grouting operations in the intersection of Delancey St. South and Baruch Dr. Please follow all posted detour signs. Flaggers will be stationed to assist.

Sewer Installation on Delancey Street South between Lewis Street and Baruch Drive | Spanish | Chinese
Starting Wednesday, September 3, 2025, ongoing until further notice
Please be advised that deep excavation for sewer work will be taking place in your area. This activity may be loud and could generate dust during permitted work hours. The entrance to East River Parking will be maintained at all times. For your safety, please follow all posted signs and the directions of on-site flaggers.

No Parking on Delancey Street Between Baruch Drive and Lewis Street | Spanish
Starting Tuesday, June 17, 2025 ongoing until further notice
These temporary restrictions are necessary to conduct sewer installation. Please follow all posted signs.

No Parking on Lewis Street between Grand Street and Delancey Street South | Spanish | Chinese
Starting Wednesday, June 4, 2025, ongoing for approximately two weeks
These temporary restrictions are necessary to conduct test pits on the East side of Lewis St. Please follow all posted signs.

Location 4: Columbia Street and E. Houston Street

No Parking on Columbia Street between E. Houston Street and Stanton Street (for 200 feet on west side | Spanish | Chinese

These temporary restrictions are necessary to proceed with utility and sewer work. The parking area will be occupied to maintain a traffic lane during and after hours. Please follow all posted signs.

M21 Crosstown to West Village Bus Stop at Columbia Street and E. Houston Street Temporarily Unavailable | Spanish | Chinese
Starting Wednesday, April 16, 2025 ongoing for approximately eight weeks
Please be advised that starting on Wednesday, April 16th, 2025, the north/westbound M21 bus stop on E. Columbia Street near E Houston Street will be temporarily unavailable due to ongoing construction activity. The bus will continue via regular route. Please follow all posted signs and use nearby stops at Columbia St. / Rivington Street OR E. Houston Street / Avenue C.

Eastbound M14D-SBS & M21 stop on E Houston Street at Columbia Street Temporarily Unavailable | Spanish | Chinese
Ongoing until further notice
Please be advised that the Eastbound M14D-SBS and M21 bus stop at E. Houston Street and Columbia Street will be temporarily unavailable due to ongoing construction activity. Both buses will make stops at E. Houston Street & Baruch Drive. The bus will continue via regular route. Please follow all posted signs.

Location 5: E. 18th Street and Avenue C

Test Pit Work Resumes Around Avenue C between E. 23rd Street and E. 18th Street | Spanish | Chinese
Tuesday, August 13, 2024, ongoing until further notice from 7:00am to 4:00pm
This work is necessary to determine the integrity of the ground conditions and permanent piles will follow.

Location 6: E. 20th Street / Avenue C / E. 23rd Street

E. 20th Street Service Road Closure | Spanish | Chinese
Starting Friday, March 28, 2025, ongoing until further notice
E. 20th St. Service Road will be temporarily closed between Avenue C & E. 20th Street loop to locate a 108" interceptor sewer pipe. Vehicles and pedestrians must follow all posted signs.
