Electronic Clinical Laboratory Reporting System (ECLRS)

The Electronic Clinical Laboratory Reporting System (ECLRS) is New York State’s secure system for laboratories to electronically submit test results for mandated reportable diseases. It enables seamless, secure, and timely submission of laboratory test data from laboratories to public health authorities for analysis and action. It is a critical component of disease surveillance, epidemiological analysis, and public health response.

How to Report

The ECLRS is part of the Health Commerce System (HCS), a secure New York State Department of Health platform. Laboratories must get an account for the system to access the ECLRS. Test results can be reported through manual data entry or by an electronic file uploaded through the website. For secure automated transport of files, laboratories can use New York State’s standard health information exchange software, the Universal Public Health Node (UPHN) Lite.

The following file formats are supported:

  • Health Level 7 (HL7) version 2.5.1 (preferred), version 2.3.1, and version 2.3
  • NYS-specific American Standard Code for Information Interchange (ASCII) file

Types of Data Reported

The following data is required for reporting:

  • Patient demographics (such as name, date of birth, address, gender, race, and ethnicity)
  • Provider and facility information, including the National Provider Identifier (NPI)
  • Specimen information (such as source, site, and accession number)
  • Test type, method, and result (for file reporting, use standard LOINC or SNOMED codes)
  • Date of collection and analysis
  • Relevant clinical information (such as pregnancy status)
  • For bacterial and fungal diseases, antimicrobial susceptibility test (AST) results

Overview of Process

  1. Laboratories report test results for required diseases and conditions through the ECLRS. For detailed guidance, see New York City Laboratory Reporting and Specimen Submission Requirements (PDF).
  2. Once test results arrive in the database, they are immediately made available to the appropriate local health department in New York State.
  3. Results for New York City residents are available to the NYC Health Department upon system arrival.
