Garage and/or Parking Lot License

Who Must Have a Garage and/or Parking Lot License?

You must have a Garage and/or Parking Lot license if your business accommodates, stores, or keeps five or more vehicles for a fee or other consideration charged directly or indirectly. One license covers all activity: garage, parking lot, or both.

This description is only a general explanation of who must have a Garage and/or Parking Lot license.

Exemptions: You do not need a license if the garage and/or parking lot is:

  • operated in connection with a business and used exclusively by customers or employees; or
  • operated by the owner or lessee of a multiple dwelling for the exclusive use of its residents.

License Requirements

The Department of Consumer and Worker Protection (DCWP) will deny your application if you fail to provide the required documents and information:

Garage and/or Parking Lot Self-Certification

The owner (e.g., sole proprietor, general partner, director, member, corporate officer, or shareholder owning 10% or more of company stock) must complete the Self-Certification. Download Self-Certification.

Sales Tax Identification Number OR Application Confirmation Number

To apply for a Certificate of Authority in order to collect sales tax, visit www.businessexpress.ny.gov.

Proof of Bicycle Parking

If your business plans to accommodate 51 or more automobiles, you must submit ONE of the following documents as proof of bicycle parking:

  • Rate Information for Bicycles*. Download Rate Information; Rate Information for Bicycles is on page 3. OR
  • Certification of Exemption from Compliance with DCWP Bicycle Parking Requirements. Download Certification. OR
  • An approved Bicycle Parking Spaces Waiver from the Department of Buildings (DOB). To apply for the waiver, contact DOB at nyc.gov/buildings or 311.

*Do not combine vehicles and bicycles Rate Information.

Personal and Property Liability Insurance for Garage and/or Parking Lot

You must submit a copy of the Insurance Certificate for your premises. Your Insurance Certificate must name the City of New York as a certificate holder. Minimum amounts of coverage are:

  • Property and garagekeepers liability insurance of at least $300,000 combined single limit per accident

Note: You must notify DCWP within 14 days if your insurance policy is cancelled, expired, or was terminated for any reason. Notification must be in writing and submitted in person OR by mail to:

Department of Buildings Document (if applicable)

You must submit a valid document from DOB that 1) indicates parking is allowed at the premises and 2) states the maximum parking capacity permitted at the location. Valid documentation includes:

  • Certificate of Occupancy
  • Interim Certificate of Occupancy
  • Temporary Certificate of Occupancy
  • Letter of No Objection
  • Letter of Verification

Exception: You do not need to submit a document from DOB showing vehicle capacity if the location of your business was previously licensed as a Garage and/or Parking Lot by DCWP and the maximum parking capacity has not changed.

Granting Authority to Act Affirmation

Required if someone other than the license applicant will prepare and submit this application. The applicant must sign the license application and all related forms. Download Granting Authority to Act Affirmation.

License Fee

License Period: 2 years

Expiration Date: March 31 in Odd Years

License Fee: Determined by date you file your application and the number of cars your business stores.

If You File Your Application Between These Dates:

  • From April 1 in an odd year to September 30 in an odd year:
    • Pay $300 if your business stores 5-25 cars
    • Pay $380 if your business stores 26-50 cars
    • Pay $540 if your business stores 51-100 cars
    • Pay $600 if your business stores 101+ cars
  • From October 1 in an odd year to March 31 in an even year:
    • Pay $225 if your business stores 5-25 cars
    • Pay $285 if your business stores 26-50 cars
    • Pay $405 if your business stores 51-100 cars
    • Pay $450 if your business stores 101+ cars
  • From April 1 in an even year to September 30 in an even year:
    • Pay $150 if your business stores 5-25 cars
    • Pay $190 if your business stores 26-50 cars
    • Pay $270 if your business stores 51-100 cars
    • Pay $300 if your business stores 101+ cars
  • From October 1 in an even year to March 31 in an odd year:
    • Pay $75 or $375* if your business stores 5-25 cars for a license expiring March 31 of the following odd year. (Valid for at most 30 months.)
    • Pay $95 or $475* if your business stores 26-50 cars for a license expiring March 31 of the following odd year. (Valid for at most 30 months.)
    • Pay $95 or $475* if your business stores 51-100 cars for a license expiring March 31 of the following odd year. (Valid for at most 30 months.)
    • Pay $95 or $475* if your business stores 101+ cars for a license expiring March 31 of the following odd year. (Valid for at most 30 months.)

*If you are applying within six months of the license expiration date, you can pay the prorated fee for the remaining license term plus the full fee to renew the license for the next term. If you pay both fees, you will not need to renew the license until the end of the next license period.

Pay by:

  • Credit card (Visa, MasterCard, American Express, Discover Card only) (Online or in person)
    You will be charged a nonrefundable Convenience Fee.
  • eCheck (Online)
  • Check or money order payable to DCWP (In person or by mail)

Important Message about Business Certificate

You must have the applicable Business Certificate based on your business’s legal structure. Although DCWP does not require submission of your Business Certificate in order to process your application, DCWP may request this document under section 20-104 of the New York City Administrative Code.

Sole Proprietors

Sole proprietors operating under a name other than your own must have a Business/Assumed Name Certificate.

Partnerships

Partnerships must have a Partnership Certificate and, if applicable, an Assumed Name Certificate for your business.

Corporations, Limited Partnerships, Limited Liability Companies, or Limited Liability Partnerships

Corporations, Limited Partnerships, Limited Liability Companies, or Limited Liability Partnerships must register and remain active with the New York State Division of Corporations. You can check your status at www.dos.ny.gov/corps.

Bicycle Parking

Bicycle Parking Requirement

If your business will accommodate 51 or more automobiles, you must provide bicycle parking or provide proof of exemption or waiver.

  • You must provide at least one bicycle parking space for every 10 automobile parking spaces provided, up to 200 automobile parking spaces.
  • If your business can accommodate 200 or more automobiles, you must provide at least one additional bicycle parking space for every additional 100 automobile parking spaces.

Examples of Minimum Number of Bicycles

Examples of Minimum Number of Bicycles (up to 249 Automobile Parking Spaces):

  • If business has a vehicle capacity of 51-54, then minimum bicycle capacity is 5.
  • If business has a vehicle capacity of 55-64, then minimum bicycle capacity is 6.
  • If business has a vehicle capacity of 65-74, then minimum bicycle capacity is 7.
  • If business has a vehicle capacity of 75-84, then minimum bicycle capacity is 8.
  • If business has a vehicle capacity of 85-94, then minimum bicycle capacity is 9.
  • If business has a vehicle capacity of 95-104, then minimum bicycle capacity is 10.
  • If business has a vehicle capacity of 105-114, then minimum bicycle capacity is 11.
  • If business has a vehicle capacity of 115-124, then minimum bicycle capacity is 12.
  • If business has a vehicle capacity of 125-134, then minimum bicycle capacity is 13.
  • If business has a vehicle capacity of 135-144, then minimum bicycle capacity is 14.
  • If business has a vehicle capacity of 145-154, then minimum bicycle capacity is 15.
  • If business has a vehicle capacity of 155-164, then minimum bicycle capacity is 16.
  • If business has a vehicle capacity of 165-174, then minimum bicycle capacity is 17.
  • If business has a vehicle capacity of 175-184, then minimum bicycle capacity is 18.
  • If business has a vehicle capacity of 185-194, then minimum bicycle capacity is 19.
  • If business has a vehicle capacity of 195-249, then minimum bicycle capacity is 20.
