What to Do and Who to Contact When You Identify a Trafficked Child

For ACS And All Provider Agencies

Inform the ACS Child Trafficking Mailbox

For Anyone Not Within the NYC Child Welfare System

For ACS And All Provider Agencies:

  1. Complete a trafficking screening in the Child Trafficking Database (Paper tools are used only for Advocates Only Prevention cases and the Family Assessment Program).
  2. Complete OCFS Form 3922 | OCFS Form 3922 (Español) (Law Enforcement Report of a Child Sex Trafficking Victim). NYPD will only accept the July 2021 version of the form.
  3. Scan and email to VED@NYPD.org copied to child.trafficking@acs.nyc.gov.
  4. Follow up with a phone call to the Vice Enforcement Division for the log number and detective information.
  5. Enter the NYPD log number and detective information into the CTDB screening, and document as a trafficking victim in CNNX or JJIS.
  6. Seek consultation from your Investigative Consultation Team (if applicable).
  7. Notify the National Human Trafficking Hotline at 888-373-7888.
  8. If the child is trafficked and missing, notify the National Center for Missing and Exploited Children (NCMEC) at 800-843-5678.
  9. If the parent or person legally responsible has trafficked the youth or contributed to the situation through which the youth was trafficked, notify the NYS Statewide Central register of Child Abuse and Maltreatment at  800-342-3720 and explain this child fits the criteria for the Sex Abuse Allegation (High Priority Code 14).
  10. Contact the NYS Office of Temporary and Disability Assistance to submit the NYS Referral of Human Trafficking Victim form to start the confirmation process.

Inform the ACS Child Trafficking Mailbox:

Please email the log number, detective’s name and other relevant information (see below) to child.trafficking@acs.nyc.gov

  • If this is an Advocates Only Prevention (ADVPO) or Family Assessment Program (FAP) case, please provide only the age, gender and borough of the child (no name or date of birth) to the mailbox.
  • If this is NOT an Advocate case, please provide the name and date of birth and borough of the child to the mailbox.
