Chief Medical Examiner
Jason Graham, MD was re-appointed Chief Medical Examiner of New York City by then Mayor-elect Zohran Mamdani in December 2025. In this role, which he has held since April 2022, Dr. Graham oversees investigations into deaths throughout New York City, and the progress of world-class forensic science and medicine operations including the largest public DNA crime laboratory in the nation. He previously served as Acting Chief Medical Examiner since December 2021 and as First Deputy Chief Medical Examiner, the second highest leadership position within OCME, since 2013.

First Deputy Commissioner
Nicholas Schultz serves as the First Deputy Commissioner for OCME, overseeing all operational, administrative, and intergovernmental functions of the agency. Additionally, Schultz serves as the agency’s Chief of Staff. In this capacity, he directs agency executives to ensure coordinated and unified operations across all divisions, including Administration, Forensic Operations and Investigations, Laboratories, Legal, Public Affairs and Communications, Technology and Safety, the Chief of Staff Office, and support functions for the Division of Forensic Pathology. His work focuses on advancing the Chief Medical Examiner’s vision, strengthening interagency partnerships, and ensuring operational readiness across all service areas.
Since joining OCME in 2015, Schultz has held several senior leadership roles, including Chief Operating Officer, Deputy Commissioner of Forensic Operations and Investigations, Deputy Director of Forensic Investigations, and Assistant Director of Mortuary Services. He is board certified by the American Board of Medicolegal Death Investigators (ABMDI) and serves as a Clinical Instructor in the Department of Forensic Medicine at NYU Grossman School of Medicine. Schultz holds a Master of Business Administration and a Bachelor of Science in Criminal Justice Administration.

Deputy Commissioner of Administration & Finance
Yvonne Williams serves as the Deputy Commissioner of Administration and Finance and Chief Financial Officer. In this role, Williams oversees Human Resources, Procurement, Budget, Audit, Medical Facilities and Material Logistics for the Office of Chief Medical Examiner. Prior to her appointment as Deputy Commissioner, Williams served as the Executive Agency Chief Contracting Officer and Chief Performance Officer at OCME.
Williams brings more than a decade of outstanding service to our city, leading the procurement and operational functions at various New York City agencies including the Department of Consumer and Worker Protection, Department of Sanitation, and Department of City Planning. A native New Yorker, Williams holds a deep passion for the NYC M/WBE Program and her work is motivated by an adamant belief in the necessity to expand opportunities for minority and women-owned businesses in New York City. She has illustrated her commitment to this imperative while serving as the Chief Diversity Officer, M/WBE Officer and Director of Contracts and Administration for the Financial Empowerment Centers at NYC agencies.
Williams holds a Master of Arts in Urban Affairs with an emphasis in Community Organizing and Policy Planning, and she is also a Certified Lean Six Sigma Green Belt.

Deputy Commissioner of Technology & Safety
Naeem Ullah, PMP is the Deputy Commissioner of Technology & Safety and Chief Information Officer (CIO) for Office of Chief Medical Examiner, a role he has held since 2011. In this capacity, he leads and manages the agency’s Information Technology portfolio in support of its strategic, operational, and mission-critical objectives. He also serves as the Head of Security and Fire Safety and provides executive oversight for the agency’s Health, Safety, and Wellness functions, as well as major capital improvement initiatives.
As CIO, Mr. Ullah is responsible for IT policy development, IT portfolio management, information security and critical infrastructure protection, enterprise architecture, and the oversight of capital initiatives that support facility modernization and long-term operational needs. His leadership ensures that technology, infrastructure, and safety systems function cohesively to support uninterrupted operations.
In his role overseeing Security, Fire Safety, and Health, Safety, and Wellness, Mr. Ullah plays a critical role in safeguarding the workforce and maintaining operational readiness. He ensures that safety protocols, emergency preparedness, and wellness initiatives are integrated into daily operations, supporting a resilient, compliant, and healthy work environment for all staff.
Mr. Ullah brings more than 25 years of senior IT and executive leadership experience across public service, healthcare, financial services, publishing, and high-technology sectors, providing strategic direction and stability across complex organizational environments.

Deputy Commissioner of Public Affairs & Communications
Julie Bolcer serves as Deputy Commissioner of Public Affairs & Communications for OCME, where she is responsible for strategic messaging and reputation management for the agency working 24/7 at the intersection of public health and safety throughout the five boroughs of New York City. In this capacity and her related role of Chief Communications Officer, she leads media relations, oversees engagement with external and internal stakeholders, and advises the Chief Medical Examiner and Executive Leadership Team on sensitive and high-profile matters.
Bolcer brings nearly two decades of experience across media and public affairs, including a variety of roles in public service since 2013. Most recently, she served as Senior Director of Communications for the Test & Trace Corps at NYC Health + Hospitals, where she led the team responsible for marketing and communications initiatives for the nation's largest COVID-19 testing, contact tracing, and safe isolation program. Previously, as Communications Advisor to the Deputy Mayor for Health and Human Services, she managed communications for the portfolio of agencies protecting the health of all New Yorkers and serving the City's most vulnerable populations.
Bolcer has also represented the City's equity agenda to the global diplomatic community based at the United Nations as Deputy Commissioner for Policy and Communications at the Mayor's Office for International Affairs, served as a spokesperson for the U.S. Attorney's Office for the Southern District of New York, and worked in the New York State Senate. She holds an Executive Master of Public Administration from the Marxe School at Baruch College.

Deputy Commissioner/Chief of Laboratories
Ibrahim Tadros, MD, MBA, MPH serves as the Deputy Commissioner/Chief of Laboratories for OCME, where he oversees one of the nation’s most advanced and highest volume forensic laboratory divisions. In this capacity, he provides executive leadership and guidance for the Forensic Biology, Forensic Toxicology, Molecular Genetics, and Histology laboratories as well as to the Evidence Department to ensure scientific integrity, regulatory compliance, and operational excellence.
Dr. Tadros brings over a decade of experience in clinical diagnostics, public health, and healthcare systems administration. Prior to joining OCME, he held senior executive and laboratory directorship positions across large integrated hospital networks, where he led multi-site operations and enterprise-wide laboratory modernization initiatives.
Dr. Tadros holds a Doctor of Medicine, a Master of Business Administration in Healthcare Management, and a Master of Public Health in Preventive Medicine, in addition to dual undergraduate degrees in Biology and Computer Science/Engineering. He is certified by the American Society for Clinical Pathology and is a Fellow of the College of American Pathologists.
In addition to his leadership role at OCME, Dr. Tadros serves as an adjunct professor at the School of Public Health at New Jersey City University. His academic work centers on advancing evidence-based practice and workforce development in clinical laboratory science and public health.

Deputy Commissioner of Legal Matters
Drew Skinner serves as Deputy Commissioner of Legal Matters for OCME. As OCME’s General Counsel, he advises the Chief Medical Examiner and agency executives on legal and strategic matters across the agency. Skinner leads OCME’s Legal Division.
Skinner is a former federal and state prosecutor and law enforcement executive. He served as an Assistant U.S. Attorney in the Southern District of New York (SDNY) from 2014 to 2023. In that role, he investigated and prosecuted a wide range of federal crimes, from gang-related murders to securities fraud, and personally handled multiple trials and appeals. Skinner rose to the position of co-chief of the SDNY’s Violent and Organized Crime Unit, where he supervised federal prosecutors, paralegals, and support staff, and over a dozen federal trials. During his time in SDNY, Skinner received the U.S. Department of Justice’s Distinguished Service Award, the Department’s second-highest award.
Most recently, Skinner served in the New Jersey Attorney General’s Office, where he was senior counsel to the Attorney General and then executive director of a public corruption prosecution office. Before joining the U.S. Attorney’s Office, Drew was an associate at a Manhattan law firm.
Drew earned an undergraduate degree from Georgetown University and a J.D. from New York University School of Law. He served as a law clerk to the Hon. John G. Koeltl of the U.S. District Court for the Southern District of New York and then to the Hon. Chester J. Straub of the U.S. Court of Appeals for the Second Circuit.

Deputy Chief Medical Examiner
Terra. A. Cederroth, MD was appointed Acting Deputy Chief Medical Examiner in December 2021 and subsequently Deputy Chief Medical Examiner in July 2022. She has served at OCME since 2016 and in her current role, she oversees the medical examiner operations at the Manhattan site.
After receiving her medical degree from Tufts University School of Medicine in Boston, Massachusetts, Dr. Cederroth completed her Pathology residency training at Beth Israel Deaconess Medical Center/Harvard Medical School, followed by her fellowship in Forensic Pathology at OCME in New York City. Dr. Cederroth also served as Associate Program Director for the Forensic Pathology Fellowship program at OCME and holds a faculty appointment as Clinical Assistant Professor in the Department of Forensic Medicine at New York University School of Medicine.

Deputy Chief Medical Examiner
Amy Rapkiewicz, MD, was appointed Deputy Chief Medical Examiner in June 2026 and oversees medical examiner operations at OCME's Brooklyn Forensic Pathology Center.
Prior to joining OCME, Dr. Rapkiewicz served as the Deputy Chief Medical Examiner in Suffolk County, NY, and is an Associate Professor for the NYU Langone Health System. She completed her Anatomic Pathology training at the NIH/National Cancer Institute and her Forensic Pathology training at the Miami-Dade Medical Examiner’s Office. She also completed a Cytopathology fellowship at NYU/Bellevue Hospital.
Earlier in her career, Dr. Rapkiewicz served as the Autopsy Director at Bellevue Hospital and NYU Langone Medical Center. She held roles as the Associate Program Director and Pathology Course Director for the Robert Grossman School of Medicine. In 2018, she became a founding faculty member and the Associate Dean of Medical Education for the NYU Long Island School of Medicine. While there, she was the Chair of Pathology and directed an integrated Anatomy, Pathology, and Radiology course that utilized forensic and anatomic pathology to contextualize anatomy. In 2020, Dr. Rapkiewicz was selected for the Harvard Macy Faculty Scholar, Program for Educators in Health Professions and continued work in creating an integrated pathology curricula. During the COVID-19 pandemic, Dr. Rapkiewicz focused on COVID+ autopsies and was co-grantee on the autopsy portion of the PASC grant for NYU Langone Health. As the Deputy Chief Medical Examiner for Suffolk County, Dr. Rapkiewicz served as a county medical examiner and spent time on the Unidentified Human Remains (UHR) ongoing projects.

Assistant Commissioner for Human Resources & Labor Relations
Sarahn O'Uhuru serves as the Assistant Commissioner for Human Resources & Labor Relations. She joined OCME in 2017, serving in the roles of HR Recruitment Coordinator, Senior Talent & Data Analyst, Assistant Director, Director, and the Executive Director of Human Resources. In her current role, she oversees staff in Labor & Employee Relations, Payroll, Timekeeping, Leaves, and Talent Management.
Sarahn began her career in recruitment and training at nonprofit organizations, before joining the City as part of the NYC Department of Homeless Services (DHS). While at DHS, Sarahn honed her skills in customer service and piqued her interest in employee relations. She then moved on to the Office of the Mayor, NYC Service, where she was responsible for leading the recruitment and alumni engagement team, before joining OCME.
A native New Yorker, working in Human Resources & Labor Relations, especially at OCME, gives Sarahn the opportunity to serve the New Yorkers who serve New Yorkers during times of profound need.
Sarahn holds a Master of Public Administration from Long Island University, Brooklyn, and earned her Bachelor of Arts degree from the University of Rochester. She is also a Society of Human Resources - Senior Certified Professional.

Assistant Commissioner of Finance
Arif Khan serves as the Assistant Commissioner of Finance and Deputy Chief Financial Officer. In this role, he oversees all fiscal matters for the agency, including the PS and OTPS Budget, Capital Budget, Grants and Audits and Accounts, ensuring that the agency’s goals are achieved in a cost-effective manner, fiscal resources are optimally utilized and payments are issued accurately and expeditiously.
Per the Mayor’s Executive Order 12, issued on January 29, 2026, Arif has been appointed as the agency’s Chief Savings Officer. In this role, Arif is tasked with identifying, developing and delivering agencywide savings initiatives to realign resources toward the City’s highest priorities.
Arif has spent 14 years in public service, 9 of which have been in various roles at the Department of Citywide Administrative Services (DCAS). Most recently, he served as the Revenue Budget Director, where he managed the agency’s revenue budget and offsetting expenses exceeding $1 billion. Prior to this, Arif served as the Deputy Director of Audits and Accounts at DCAS, where he led a team of 14 staff members in the daily review of invoices and processing of payments.
Arif earned his Master in Business Administration from Aspen University, and his Bachelor in Accounting from Queens College of the City University of New York. In his free time, Arif enjoys travelling, fitness and checking out new shows and restaurants around the city.

Assistant Commissioner of Contracts and Procurement
Jumaris Berges serves as Assistant Commissioner of Contracts and Procurement and Agency Chief Contracting Officer (ACCO). In this role, she oversees Procurement and Material Logistics. She joined OCME in 2022 as the Deputy Agency Chief Contracting Officer supporting the agency's operationally essential procurements and advising accordingly.
Jumaris started serving the City in 2013, joining the NYC Department of Consumer Affairs (now Consumer & Worker Protection), where she coordinated agencywide procurements and oversaw grant budget management and reporting to New York State. Later, Jumaris joined the NYC Department of Health & Mental Hygiene as Assistant Director of Finance, where she enforced compliance with the M/WBE Program and monitored PS, OTPS, and grant funds for the Division of Prevention and Primary Care. In 2020, Jumaris advanced to serve as Assistant Deputy ACCO and eventually Acting ACCO at the NYC Department of City Planning (DCP). At DCP, she monitored the procurements of a $43 million dollar budget, working on the registration of Citywide Master Agreements for land use actions.
Jumaris holds a Master of Science in Accounting from Lehman College and brings her vast experience and relationship-building acumen, and commitment to fiscal responsibility and equity to OCME.

Assistant Commissioner of Forensic Operations & Investigations
Elissia Conlon serves as the Assistant Commissioner of Forensic Operations & Investigations for OCME. In this role, she oversees the Departments of Medicolegal Investigations, Forensic Identifications and Family Services, Mortuary & Response Operations, Forensic Pathology Support Services, Special Operations, and Forensic Quality Control and Administration for the division, ensuring coordinated, 24/7 management of fatality-related incidents across New York City.
Conlon directs agency-wide operations spanning medicolegal investigations, identifications, fingerprinting, outreach and city burial operations, forensic photography and radiography, autopsy support services, emergency management, communications, mortuary services, fleet and logistics, and the Drug Intelligence and Intervention Group (DIIG). She serves as the agency’s lead for mass fatality management and emergency preparedness, maintaining operational readiness and strong interagency coordination with law enforcement, healthcare partners, funeral service professionals, and city leadership.
With more than 20 years of progressive service at OCME, Conlon has held multiple operational leadership roles within the agency. Nationally, she serves as Chair of the Medicine Scientific Area Committee for NIST’s Organization of Scientific Area Committees (OSAC) and as a member of the Forensic Science Standards Board. She is a certified Lean Six Sigma Green Belt, a published author, and a frequent speaker on forensic standards and disaster response.
