RFP Release
HPD released the Grand Concourse Library and Affordable Housing (RFP) on January 28, 2025. HPD and NYPL invite developers to submit proposals for the redevelopment of the Grand Concourse Library in the Bronx with a new state-of-the-art library and 100 percent affordable housing above. Submissions are due no later than 4:00 PM on Friday, May 2, 2025.
Pre-Submission Conference
An online pre-submission conference will be held on Tuesday, February 18, 2025, at 2:00 PM. Interested organizations are strongly encouraged to attend this conference. To access the pre-submission conference, please register for the event using this link and you will receive a registration confirmation email. Participants are encouraged to email questions to GrandConcourseLibrary@hpd.nyc.gov in advance of the conference.
If you cannot participate in the online conference, responses to all inquiries will be collectively provided in an addendum to be posted on this webpage. Any updates and/or additional communications regarding this RFP will also be posted on HPD’s website. For conference access for people with disabilities, please send requests for accommodation to GrandConcourseLibrary@hpd.nyc.gov.

Only those who provide their contact information will receive updates or additional communications regarding the RFP. The RFP contains a detailed description of the development program, requirements, guidelines, eligibility requirements, selection process, and submission requirements.
