Where is the Site?

The Fulton-Howard West site is an approximately 60,000 square foot site in the Bedford-Stuyvesant neighborhood of Brooklyn Community District 3. The site is comprised of the Bedford-Stuyvesant Multi-Service Center (MSC) located at 1958 Fulton Street, which includes the former P.S. 28 school building, the associated track and field fronting Herkimer Street, as well as an adjacent vacant HPD owned site.

P.S. 28 left the building in 2019, and the rest of the building remains underutilized due to significant capital needs. The track and field lot has been used as a flexible community event space in the past but has been underutilized by the community since the COVID-19 pandemic.

The site is down the block from the Ralph Ave C train station and has direct access to the B25 and B47 buses. St. Marks Holy Church, P.S. 368, P.S. 28, P.S. 040, P.S. 21, and George Washington Carver High School are located nearby.

Bedford-Stuyvesant Housing Initiative

This site was part of the City’s Bedford-Stuyvesant Housing Initiative  a collaborative planning process launched in 2019 by HPD in partnership with local residents, community groups and elected officials to evaluate and improve upon the agency’s affordable housing investments in Bedford-Stuyvesant. The Bedford-Stuyvesant Housing Plan identified the MSC and adjacent HPD sites as a future RFP site Through a series of public workshops, community surveys, and stakeholder meetings between March 2019 and January 2020, the site was envisioned for “Equitable Economic Development and Arts and Culture”. 

Additional priorities for the new community amenities will be established through an extensive community engagement process that builds on feedback collected through the Bedford-Stuyvesant Housing Plan. HPD and HRA began community outreach this Spring and Summer.
