The RFP and public approval process can take several years to complete; there will be multiple opportunities for the public to share feedback before construction begins. HPD and HRA does this planning in collaboration with the community, so keep reading to find out how to get involved!

Share your ideas and help shape what kind of affordable housing gets built and how the new development gets programmed!

No one understands neighborhood conditions and needs better than people who live and work in the community. HPD and HRA values this expertise, which is why community engagement is central to the development process. The goal of this outreach is to identify priorities for new community facility spaces and affordable housing that will be built on this site. To begin this process, we presented to Brooklyn Community Board 3 on May 4, 2026. The presentation can be viewed here.
The community engagement phase will end with the publishing of a Community Visioning Report (CVR) that summarizes the feedback we hear. The CVR and any public presentations or other engagement materials will be linked on this webpage.
The CVR will be attached to the Fulton-Howard West Request for Proposals (RFP), and HPD will evaluate how development teams thoughtfully respond to the CVR in their proposals. More information about the RFP process can be found in the RFP Process and FAQs tab.
