Rollout Schedule and Info Sessions
Under Commercial Waste Zones (CWZ), anyone who currently has their waste collected by a private carter must sign a new written service agreement (contract), with one of the carters authorized in their zone.

The customer sign-up period begins at the first day of the zone rollout. Before the last day of implementation of your zone, you MUST sign a new contract with a zone-authorized carter. The new contract must have a start date that is on or after your zone's implementation start date.
If you HAVE NOT signed a new contract by your zone's final implementation date, you WILL BE ASSIGNED a zone-authorized carter by DSNY at the maximum allowable rate.

Phase 4: Lower Manhattan
The sign-up period for businesses in Lower Manhattan begins on April 1, 2026.
Businesses in Lower Manhattan must enter into a contract with a zone-authorized private carter between April 1 and May 31, 2026, or they will be assigned a carter at the maximum allowable rate.
Lower Manhattan Neighborhoods
CWZ Phase 4 includes the following neighborhoods in Lower Manhattan:
- Battery Park City
- Civic Center
- Financial District
- Governors Island
- Liberty Island
- South Street Seaport
- Tribeca

Fully Implemented Zones
Phase 1: Queens Central
The first phase was the Queens Central. As of January 3, 2025, businesses who produce commercial waste in the Queens Central zone must have a contract with a zone-authorized private cater.
Phase 2: Bronx East and West
Phase 2 incorporated all Bronx businesses in the CWZ Program. As of December 1, 2025, all businesses who produce commercial waste in Bronx East and Bronx West must have a contract with a zone-authorized private cater.
Phase 3: Brooklyn South and Queens Northeast
The sign-up period for businesses in Brooklyn South and Queens Northeast ended on February 28, 2026.
Any business in Brooklyn South and Queens Northeast that has not entered into a contract with a zone-authorized private carter will be assigned a carter at the maximum allowable rate.
