Under Commercial Waste Zones (CWZ), anyone who currently has their waste collected by a private carter must sign a new written service agreement (contract), with one of the carters authorized in their zone.
Once your zone's rollout/customer sign-up period begins, you MUST sign a new contract with a zone-authorized carter. The new contract must have a start date that is on or after your zone's implementation start date.
If you HAVE NOT signed a new contract by your zone's final implementation date, you WILL BE ASSIGNED a zone-authorized carter by DSNY at the maximum allowable rate.

IMPORTANT: New maximum rates for individual zones are only effective after each zone begins to rollout and as businesses sign new written contracts. Businesses may not sign a new CWZ contract until their specific zone begins to rollout.
Phase 2 of the CWZ rollout includes Bronx East and Bronx West. As of December 1, 2025, all businesses who produce commercial waste in Bronx East and Bronx West must have a contract with a zone-authorized private cater.

The sign-up period for businesses in Brooklyn South and Queens Northeast begins on January 1, 2026.
Businesses in Brooklyn South and Queens Northeast must enter into a contract with a zone-authorized private carter between January 1 and February 28, 2026, or they will be assigned a carter at the maximum allowable rate.
