Under the Commercial Waste Zone (CWZ) program, all establishments who produce commercial waste must sign a CWZ contract with an authorized carter in their zone, during the zone’s implementation period.
If a commercial establishment has not signed a CWZ contract by the zone's final implementation date, they will be assigned a zone-authorized carter and contract at the maximum allowable rate.

The sign-up period for businesses in Brooklyn North and Upper Manhattan will begin on October 1, 2026.
Businesses in Brooklyn North and Upper Manhattan must enter into a contract with a zone-authorized private carter between October 1, 2026 and November 30, 2026, or they will be assigned a carter at the maximum allowable rate.

The first phase was the Queens Central. As of January 3, 2025, businesses who produce commercial waste in the Queens Central zone must have a contract with a zone-authorized private cater.
Phase 2 incorporated all Bronx businesses in the CWZ Program. As of December 1, 2025, all businesses who produce commercial waste in Bronx East and Bronx West must have a contract with a zone-authorized private cater.
Phase 3 incorporated all Brooklyn South and Queens Northeast businesses in the CWZ Program. As of March 1, 2026, all businesses who produce commercial waste in Brooklyn South and Queens Northeast must have a contract with a zone-authorized private cater.
Phase 4 incorporated all Lower Manhattan businesses in the CWZ Program. As of May 31, 2026, all businesses who produce commercial waste in Lower Manhattan must have a contract with a zone-authorized private cater.
The sign-up period for businesses in Staten Island and Midtown South ended on August 31, 2026.
Any business in Staten Island and Midtown South that has not entered into a contract with a zone-authorized private carter will be assigned a carter at the maximum allowable rate.
