Substantial Policy Discretion

Pursuant to Board Rules § 1-02, as amended effective June 30, 2024, City agencies are required to file a list of public servants who have “substantial policy discretion, on February 7th and August 7th of each year. (Prior to the 2024 amendment, City agencies filed this list once each year.)

Public servants with substantial policy discretion (also known as "policymakers") are subject to additional requirements under the City’s conflicts of interest law, found in City Charter § 2604(b)(12) and § 2604(b)(15), and are required to file Annual Disclosure Reports with the Board.
