Frank Schneiger, Ph.D.
Education: Frank Schneiger was the first-in-his immigrant family to graduate high school. He has a bachelor’s degree from the University of Wisconsin-Milwaukee, a Masters Degree in International Affairs and a Doctorate in Political Science from Columbia University. (dissertation: Managing Change in A Complex Change Resistant Environment: a Case Study of the New York City Department of Correction. He was also a Fellow of the Russian Institute at Columbia.)
Public Sector Leadership: Frank has led a Congressional District Office (Bronx) focused on development of Soundview Park and organization of the first national conference on the problems of returning Vietnam veterans, along with three public agencies, each cited as a leader in its sector.
- As Assistant Health Commissioner, he was New York City’s first Director of Prison Health Services, cited by Time Magazine as national leader in reform.
- He was the founder and Executive Director of the federal Region II Children’s Services Resource Center, and
- the organizer and first Director of the Commonwealth of Massachusetts Department of Children and Family Services, a pioneer in using technology in child protection.
Management Consulting/Change Management: Frank was the founder of the Human Services Management Institute (1981), later Frank Schneiger and Associates. Over the years, HSMI/FS&A built a reputation for strategic and action plans that got implemented and finding solutions for challenges facing complex and troubled organizations. Some highlights:
- Lead planner for New York City, New York State and leading voluntary agencies at the outset of the HIV/AIDS epidemic.
- Multi-year planning assignments: New York City Housing Authority, New York City Health and Hospitals Corporation, New York City Department of Correction, Corporation for Supportive Housing, Primary Care Development Corporation, Network for Better Futures, Calvary Hospital, Mount Nittany Health Foundation
- Lead planner: September 11 Recovery Fund, Ukrainian Higher Education, The Armory Track and Field Center/National Track and Field Hall of Fame (Executive Director), Network for Better Futures, a national leader in prison “re-entry.”
- Founder, St. Thomas/St. John Youth Multi-Service Center, United States Virgin Islands.
