SENIOR LEADERSHIP
By the power vested in me as Mayor of the City of New York, it is hereby ordered:
Section 1. There shall be six Deputy Mayors. One shall be designated the First Deputy Mayor, one shall be designated the Deputy Mayor for Community Safety, one shall be designated the Deputy Mayor for Economic Justice, one shall be designated the Deputy Mayor for Health and Human Services, one shall be designated the Deputy Mayor for Housing and Planning, and one shall be designated the Deputy Mayor for Operations. There shall also be a Chief of Staff, a Chief Counsel to the Mayor and City Hall, and a Director of Communications.
§ 2. The First Deputy Mayor shall:
a. Report directly to the Mayor.
b. Advise and assist the Mayor regarding all policies, planning, and programs related to the government of the City of New York and the exercise of the powers and duties of the Mayor.
c. Coordinate the activities and operations of the other Deputy Mayors to promote collaboration, and ensure that policies, operations, and administration of government are consistent and effective.
d. Supervise and coordinate the Business Integrity Commission, the Department of Correction, the Department of Finance, the Department of Probation, the Mayor’s Office of Child Care and Early Childhood Education, the Mayor’s Office to Combat Antisemitism, the Mayor’s Office of Criminal Justice (including the Office of Special Enforcement), the Criminal Justice Coordinator, the New York City Police Department, New York City Public Schools (officially, the New York City Department of Education), the Office for Coordination of the Transition to Borough-Based Jails, the Office of Labor Relations, and the Office of Management and Budget.
e. Advise and assist the Mayor regarding all policies, planning, and programs related to the management of the New York City Police Department and New York City Public Schools.
f. Advise and assist the Mayor regarding all policies designed to implement and enhance the fiscal operations and financial and business management practices of the City.
g. Supervise and coordinate the activities and operations of all administrations, departments, agencies, boards, offices, committees, and commissions that do not directly report to, or liaise with, the Mayor, another Deputy Mayor, the Chief of Staff, the Chief Counsel to the Mayor and City Hall, or another member of the senior staff.
h. Perform any function, power, or duty of the Mayor, in relation to the authorization or execution of franchises, concessions, revocable consents, deeds, satisfactions, leases, easements, surrenders, restrictive declarations, mortgages and any other grants or acquisitions of estates or interests in real property and licenses, permits, or other agreements affecting the use of real property, including authorizations and approvals to be made or given by the Mayor pursuant to sections 384, 824, 1802, and 1804 of the Charter and sections 3-119, 4-106, 5-358, and 25-805 of the Administrative Code.
i. Maintain liaison with and review the activities of the Board of Correction, the City University Construction Fund, the City University of New York, the Civilian Complaint Review Board, the Commission to Combat Police Corruption, the Educational Construction Fund, the Metropolitan Transportation Authority, the MTA Capital Program Review Board, the New York State Public Service Commission, the Office of Administrative Tax Appeals, the Panel on Education Policy, the Port Authority of New York and New Jersey, the Power Authority of the State of New York, the School Construction Authority, the Tax Appeals Tribunal, and the Tax Commission.
j. Act for and on behalf of the Mayor in the exercise of all functions, powers and duties which the Mayor may have pursuant to the New York City Municipal Water Finance Authority Act, the New York City Transitional Finance Authority Act, the New York State Financial Emergency Act for the City of New York, the New York State Local Finance Law, and Article 10 of the Public Authorities Law, as such laws may from time to time be amended, including, but not limited to, executing for and on behalf of the Mayor any agreement, amendment to such agreement, or other document pursuant to such laws.
k. Execute and deliver, in the name and on behalf of the City, official statements of the City relating to the issuance of the City’s obligations.
l. Perform any function, power or duty which the Mayor has and is authorized to delegate pursuant to sections 217, 219, 317(b), 329, and 1301(2)(b) of the Charter and section 5-304 of the Administrative Code.
m. Perform any function, power, or duty of the Mayor in negotiating, executing, and delivering any and all agreements, instruments, and other documents necessary or desirable to effectuate any of the matters referred to in this section or any of the programs, projects, and activities of any of the entities referred to in this section or in section 12.
n. Pursuant to Chapter 68 of the City Charter and the Conflicts of Interest Board Rules, provide agency head approval, as permitted, for a position or conduct otherwise prohibited by Chapter 68; provide agency head approval for the acceptance by Mayor’s Office staff of invitations to certain events, travel, and other gifts where it is in the City’s interest for employees to attend or accept such travel or gift; provide agency head approval for volunteering by Mayor’s Office staff for not-for-profit organizations having business dealings with the City where it is in the City’s interest to do so; and pursuant to Board Rule 1-14, provide agency head approval for designations of not-for-profit organizations for solicitations made by City employees.
o. Represent the Mayor, when so directed by the Mayor, on any board, committee, commission, or corporation of which the Mayor is a member.
p. Perform such other duties as the Mayor may direct.
§ 3. The First Deputy Mayor hereby is delegated the authority to perform all functions, powers, or duties of the Mayor which the Mayor is authorized to delegate in the event that the Mayor is unable to perform such functions, powers, or duties for a reason specified in subdivision a of section 10 of the New York City Charter. In the event that the First Deputy Mayor is unable to perform such functions, powers, or duties, or in the event that the First Deputy Mayor waives in writing the delegation contained herein, all such functions, powers, or duties of the Mayor are hereby delegated to the Deputy Mayor for Operations.
§ 4. The Deputy Mayor for Community Safety shall:
a. Report directly to the Mayor.
b. Advise and assist the Mayor regarding all policies, planning, and programs designed to advance community safety, including, but not limited to, crime and violence prevention, the prevention of gun violence and hate-based violence, services for victims of crime and of domestic and gender-based violence, community mental health and crisis response, environmental design, addressing unmet social needs insofar as they relate to the provision of safety, uplifting and protecting areas of the City historically deprived of safety, and strengthening social cohesion and increasing collective efficacy of such areas.
c. Supervise and coordinate the Office of Community Safety (which includes the Mayor’s Office to End Domestic and Gender-Based Violence, the Mayor’s Office of Community Mental Health, the Office of Crime Victim Services, the Office for Neighborhood Safety and the Prevention of Gun Violence, and the Office for the Prevention of Hate Crimes), the Behavioral Health Emergency Assistance Response Division (B-HEARD) mental health crisis response program, and any interagency committee, task force, working group, or other advisory body established to advance the community safety issue areas described herein.
d. Maintain liaison with and review the activities of the Gun Violence Prevention Task Force, the Mental Health Council, and units within City agencies with responsibility for community safety services, including crime and violence prevention initiatives, victim assistance services, community mental health services, and other services as directed by the Mayor.
e. Perform any function, power, or duty of the Mayor in negotiating, executing, and delivering any and all agreements, instruments, and other documents necessary or desirable to effectuate any of the matters referred to in this section or any of the programs, projects, and activities of any of the entities referred to in this section.
f. Perform any function, power, or duty which the Mayor has and is authorized to delegate pursuant to sections 13-d, 13-f, 19, 20-g, 20-m, 217, 219, 317(b), 329, and 1301(2)(b) of the New York City Charter, and pursuant to section 5-304 of the Administrative Code.
g. Pursuant to Chapter 68 of the City Charter and the Conflicts of Interest Board Rules, for any of the entities referred to in this section: provide agency head approval as permitted for a position or conduct otherwise prohibited by Chapter 68; provide agency head approval for the acceptance by Mayor’s Office staff of invitations to certain events, travel, and other gifts where it is in the City’s interest for employees to attend or accept such travel or gift; and provide agency head approval for volunteering by Mayor’s Office staff for not-for-profit organizations having business dealings with the City where it is in the City’s interest to do so.
h. Represent the Mayor, when so directed by the Mayor, on any board, committee, commission, or corporation of which the Mayor is a member.
i. Perform the functions of a deputy mayor for public safety or comparable official under any statute, executive order, agreement, or document that references such a deputy mayor or official.
j. Perform such other duties as the Mayor may direct.
§ 5. The Deputy Mayor for Economic Justice shall:
a. Report directly to the Mayor.
b. Advise and assist the Mayor in embedding economic justice across agencies, from workforce development to small business regulation to consumer protection; ensuring equitable and innovative development across the City; supporting, uplifting, and protecting immigrant communities; encouraging economic development and job growth; and unlocking the economic potential of the City’s workforce while ensuring their protection and the protection of consumers.
c. Supervise and coordinate the Commission on Human Rights, the Department of Consumer and Worker Protection, the Department of Cultural Affairs, the Department of Small Business Services (which includes the Office of Nightlife), the Mayor’s Office for Economic Opportunity, the Mayor’s Office of Immigrant Affairs, the Mayor’s Office of Media and Entertainment (which includes NYC Media, and the Office of Film, Theater & Broadcasting), the Mayor’s Office of Minority and Women-Owned Business Enterprises, the Mayor’s Office of Talent and Workforce Development, the Mayor’s Office of Racial Equity (also known as the Office of Equity and Racial Justice, and consisting of the Commission on Gender Equity, the Mayor’s Office for LGBTQIA+ Affairs, NYC Her Future, the Pay Equity Cabinet, the Taskforce on Racial Inclusion & Equity, and the Young Men’s Initiative), and the Taxi and Limousine Commission.
d. Supervise and coordinate the New York City Economic Development Corporation as provided in the Amended and Restated Contracts between the City and the New York City Economic Development Corporation, and take such actions thereunder as are reserved to the Deputy Mayor.
e. Maintain liaison with and review the activities of the Brooklyn Navy Yard Development Corporation, the Commission on Racial Equity, the Empire State Development Corporation and its subsidiaries (including the Lower Manhattan Development Corporation and the New York City Empowerment Zones), the New York City Industrial Development Agency, New York City Tourism + Conventions, the New York State Department of Economic Development, the Trust for Governor’s Island, cultural and civic organizations (including, but not limited to, libraries, museums, performing arts, gardens, and zoos), and other governmental and non-governmental agencies and offices with respect to matters of City economic development and programs.
f. Serve as Chairperson of the Commercial Incentive Boundary Area Commission and the Industrial and Commercial Incentive Board.
g. Perform any function, power, or duty of the Mayor in negotiating, executing, and delivering any and all agreements, instruments, and other documents necessary or desirable to effectuate any of the matters referred to in this section or any of the programs, projects, and activities of any of the entities referred to in this section.
h. Perform the functions of a deputy mayor for economic development or comparable official under any statute, executive order, agreement, or document that references such a deputy mayor or official.
i. Perform any function, power, or duty of the Mayor in relation to any contracts with or involving the New York City Industrial Development Agency or any other entity created for the purpose of issuing bonds for, or managing, any project relating to any matter described in this section, and succeed to the powers and duties of the City Administrator of the Economic Development Administration under subdivision (d) of section 917 of the General Municipal Law, relating to the New York City Industrial Development Agency.
j. Perform any function, power, or duty of the Mayor in relation to the execution or authorization of franchises, concessions, revocable consents, and other agreements.
k. Perform any function, power, or duty which the Mayor has and is authorized to delegate pursuant to New York City Charter sections 217, 219, 317(b), 329, and 1301(2)(b) and Administrative Code section 5-304.
l. Head an office established within the Office of the Mayor to exercise the powers set forth in Charter section 1309(g), and coordinate mayoral agencies’ support for a centralized construction mentoring program, which shall include providing such office timely access to information, data, and personnel relevant to the program as requested by such office to implement and evaluate the program effectively.
m. Pursuant to Chapter 68 of the City Charter and the Conflicts of Interest Board Rules, for any of the entities referred to in this section: provide agency head approval as permitted for a position or conduct otherwise prohibited by Chapter 68; provide agency head approval for the acceptance by Mayor’s Office staff of invitations to certain events, travel, and other gifts where it is in the City’s interest for employees to attend or accept such travel or gift; and provide agency head approval for volunteering by Mayor’s Office staff for not-for-profit organizations having business dealings with the City where it is in the City’s interest to do so.
n. Represent the Mayor, when so directed by the Mayor, on any board, committee, commission, or corporation of which the Mayor is a member.
o. Perform such other duties as the Mayor may direct.
§ 6. The Deputy Mayor for Health and Human Services shall:
a. Report directly to the Mayor.
b. Advise and assist the Mayor on implementing efforts within and across City agencies to expand access to social services for all; support and advance the health of New Yorkers; advance New York City’s efforts to coordinate transformation across the City’s public healthcare system with vital healthcare provider partners; and ensure agencies that oversee the City’s most vulnerable populations, including children in foster care and families living in homeless shelters, receiving food assistance, or supported by job training programs, are run compassionately, equitably and effectively.
c. Supervise and coordinate the Administration for Children’s Services, the Center for Innovation through Data Intelligence, the Department for the Aging, the Department of Health and Mental Hygiene, the Department of Social Services (which includes the Department of Homeless Services and the Human Resources Administration), the Department of Veterans’ Services, the Department of Youth and Community Development, the Mayor’s Office of Food Policy, the Mayor’s Office of Nonprofit Services, the Mayor’s Office for People with Disabilities, and the Office of the Chief Medical Examiner.
d. Maintain liaison with and review the activities of the Board of Health, the HIV Health and Human Services Planning Council, and the New York City Health and Hospitals Corporation.
e. Succeed to the powers and duties of the “Deputy Mayor – City Administrator of the City” under section 4 of the New York City Health and Hospitals Corporation Act (Chapter 1016 of the Laws of 1969), as amended (McKinney’s Unconsolidated Laws section 7384).
f. Execute and deliver, in the name and on behalf of the Mayor, a certificate approving any borrowing of funds or pledge of assets or revenues by the New York City Health and Hospitals Corporation which would require the approval of the Mayor pursuant to the “Memorandum of Agreement Between New York City Health and Hospitals Corporation and The City of New York Relating to Operating Expenditures by the Corporation,” dated July 1, 1970.
g. Perform any function, power, or duty of the Mayor in negotiating, executing, and delivering any and all agreements, instruments, and other documents necessary or desirable to effectuate any of the matters referred to in this section or any of the programs, projects, and activities of any of the entities referred to in this section.
h. Perform any function, power, or duty which the Mayor has and is authorized to delegate pursuant to sections 217, 219, 317(b), 329, and 1301(2)(b) of the New York City Charter, and pursuant to section 5-304 of the Administrative Code.
i. Pursuant to Chapter 68 of the City Charter and the Conflicts of Interest Board Rules, for any of the entities referred to in this section: provide agency head approval as permitted for a position or conduct otherwise prohibited by Chapter 68; provide agency head approval for the acceptance by Mayor’s Office staff of invitations to certain events, travel, and other gifts where it is in the City’s interest for employees to attend or accept such travel or gift; and provide agency head approval for volunteering by Mayor’s Office staff for not-for-profit organizations having business dealings with the City where it is in the City’s interest to do so.
j. Represent the Mayor, when so directed by the Mayor, on any board, committee, commission, or corporation of which the Mayor is a member.
k. Perform such other duties as the Mayor may direct.
§ 7. The Deputy Mayor for Housing and Planning shall:
a. Report directly to the Mayor.
b. Advise and assist the Mayor regarding all policies, planning, and programs designed to promote quality and affordable housing, manage City planning and zoning, safeguard tenants, support homeowners, and, through such functions, foster the economic development or growth of the City.
c. Supervise and coordinate the Department of Buildings, the Department of City Planning, the Department of Housing Preservation and Development, the Landmarks Preservation Commission, the Mayor’s Office of Housing Recovery Operations, the Mayor’s Office to Protect Tenants, and the Public Design Commission.
d. Maintain liaison with and review the activities of the Board of Standards and Appeals, the Housing Development Corporation, the Loft Board, the New York City Housing Authority, the Rent Guidelines Board, and the United Nations Development Corporation.
e. Serve on the Board of Trustees of the New York City Public Housing Preservation Trust, in accordance with subdivision 2 of section 628 of the Public Housing Law.
f. Perform any function, power, or duty of the Mayor, in relation to the authorization or execution of deeds and satisfactions, leases, easements, surrenders, restrictive declarations, mortgages and any other grants or acquisitions of estates or interests in real property and licenses, permits, or other agreements affecting the use of real property, including authorizations and approvals to be made or given by the Mayor pursuant to sections 384, 824, 1802, and 1804 of the Charter and sections 3-119, 4-106, 5-358, and 25-805 of the Administrative Code.
g. With respect to entities referred to in this section, act for and on behalf of the Mayor in the exercise of all functions, powers, and duties which the Mayor may have pursuant to the New York State Financial Emergency Act for the City of New York, as such law may from time to time be amended, including, but not limited to, full power to execute for and on behalf of the Mayor, any agreement, amendment to such agreement, or other document pursuant to such laws.
h.
i. Perform any function, power, or duty of the Mayor in relation to the execution or authorization of franchises, concessions, and revocable consents and other agreements.
j. Perform any function, power, or duty which the Mayor has and is authorized to delegate pursuant to New York City Charter sections 217, 219, 317(b), 329, and 1301(2)(b) and Administrative Code section 5-304.
k. Perform any function, power, or duty of the Mayor in negotiating, executing, and delivering any and all agreements, instruments, and other documents necessary or desirable to effectuate any of the matters referred to in this section or any of the programs, projects, and activities of any of the entities referred to in this section.
l. Pursuant to Chapter 68 of the City Charter and the Conflicts of Interest Board Rules, for any of the entities referred to in this section: provide agency head approval as permitted for a position or conduct otherwise prohibited by Chapter 68; provide agency head approval for the acceptance by Mayor’s Office staff of invitations to certain events, travel, and other gifts where it is in the City’s interest for employees to attend or accept such travel or gift; and provide agency head approval for volunteering by Mayor’s Office staff for not-for-profit organizations having business dealings with the City where it is in the City’s interest to do so.
m. Represent the Mayor, when so directed by the Mayor, on any board, committee, commission, or corporation of which the Mayor is a member.
n. Perform such other duties as the Mayor may direct.
§ 8. The Deputy Mayor for Operations shall:
a. Report directly to the Mayor.
b. Advise and assist the Mayor regarding all policies, planning, and programs related to the City’s operations including infrastructure planning, design, construction, and maintenance; citywide administration, asset management , and recordkeeping; emergency management and response; environmental and resiliency protection and planning; technology and innovation planning and implementation, and; ensuring the effective delivery of core services like water and sanitation, trash collection and snow removal, transportation planning and management, and public space programming and maintenance.
c. Supervise and coordinate the Department of Citywide Administrative Services, the Department of Design and Construction, the Department of Environmental Protection, the Department of Parks and Recreation, the Department of Records and Information Services, the Department of Sanitation, the Department of Transportation, the Fire Department of the City of New York, the Mayor’s Office of Capital Project Development, the Mayor’s Office of Climate and Environmental Justice, the Mayor’s Office of Contract Services, the Mayor’s Office of Environmental Coordination, the Mayor’s Office of Environmental Remediations, the Office of Emergency Management, and the Office of Technology and Innovation.
d. Maintain liaison with and review the activities of the Brooklyn Bridge Park Corporation, the Civil Service Commission, the Hudson River Park Trust, and the Sustainability Advisory Board.
e. Develop, supervise, and coordinate policies and programs relating to personnel and management practices, including authorizations and approvals to be made or given by the Mayor pursuant to section 20 of the Civil Service Law.
f. Perform any function, power, or duty of the Mayor, in relation to the authorization or execution of deeds and satisfactions, leases, easements, surrenders, restrictive declarations, mortgages and any other grants or acquisitions of estates or interests in real property and licenses, permits, or other agreements affecting the use of real property, including authorizations and approvals to be made or given by the Mayor pursuant to sections 384, 824, 1802, and 1804 of the Charter and sections 3-119, 4-106, 5-358, and 25-805 of the Administrative Code.
g. Perform any function, power, or duty of the Mayor in relation to the authorization or execution of franchises, concessions, revocable consents, and other agreements.
h. Approve and sign applications to secure grant funds, submitted pursuant to provisions of the New York State Environmental Conservation Law or the rules and regulations of the State Department of Environmental Conservation, and sign any other documents as may be necessary to secure such funds.
i. Perform any function, power, or duty which the Mayor has and is authorized to delegate pursuant to sections 217, 219, 317(b), 329, and 1301(2)(b) of the New York City Charter, and pursuant to section 5-304 of the Administrative Code.
j. Perform any function, power, or duty of the Mayor in negotiating, executing, and delivering any and all agreements, instruments, and other documents necessary or desirable to effectuate any of the matters referred to in this section or any of the programs, projects, and activities of any of the entities referred to in this section.
k. Pursuant to Chapter 68 of the City Charter and the Conflicts of Interest Board Rules, for any of the entities referred to in this section: provide agency head approval as permitted for a position or conduct otherwise prohibited by Chapter 68; provide agency head approval for the acceptance by Mayor’s Office staff of invitations to certain events, travel, and other gifts where it is in the City’s interest for employees to attend or accept such travel or gift; and provide agency head approval for volunteering by Mayor’s Office staff for not-for-profit organizations having business dealings with the City where it is in the City’s interest to do so.
l. Represent the Mayor when so directed by the Mayor, on any board, committee, commission, or corporation of which the Mayor is a member.
m. Perform other such duties as the Mayor may direct.
§ 9. The Chief of Staff shall:
a. Report directly to the Mayor.
b. Manage executive operations, the Mayor's policy agenda, intergovernmental and international relations, personnel, scheduling, events, and the day-to-day functions of the Office of the Mayor.
c. Supervise and coordinate Gracie Mansion, the Mayor’s Fund to Advance the City of New York and the City Affiliated Non-Profits, the Mayor’s Office of Administrative Services, the Mayor’s Office of Appointments, the Mayor’s Office of Citywide Event Coordination and Management, the Mayor’s Office of Correspondence, the Mayor’s Office of Intergovernmental Affairs, the Mayor’s Office of International Affairs, the Mayor’s Office of Mass Engagement (which includes NYC Service, the Office of the Census, the Office of Faith-Based and Community Partnerships, and the Public Engagement Unit), the Mayor’s Office of Operations (including the Citywide Central Insurance Program), and the Mayor’s Office of Special Projects and Community Events.
d. Maintain liaison with and review the activities of the Board of Elections, the Campaign Finance Board, and the Civic Engagement Commission.
e. Perform any function, power, or duty of the Mayor in executing registrations and submitting reports required by or pursuant to the New York State Lobbying Act (Legislative Law Article 1-A).
f. Perform any function, power, or duty of the Mayor, in relation to the authorization or execution of deeds and satisfactions, leases, easements, surrenders, restrictive declarations, mortgages, and any other grants or acquisitions of estates or interests in real property and licenses, permits, or other agreements affecting the use of real property, including authorizations and approvals to be made or given by the Mayor pursuant to sections 384, 824, 1802, and 1804 of the Charter and sections 3-119, 4-106, 5-358, and 25-805 of the Administrative Code.
g. Perform any function, power, or duty of the Mayor in negotiating, executing, and delivering any and all agreements, instruments, and other documents necessary or desirable to effectuate any of the matters referred to in this section or any of the programs, projects, and activities of any of the entities referred to in this section or in section 12.
h. Pursuant to Chapter 68 of the City Charter and the Conflicts of Interest Board Rules, provide agency head approval, as permitted, for a position or conduct otherwise prohibited by Chapter 68; approve the acceptance of invitations to certain events, travel, and other gifts where it is in the City’s interest for employees to attend or accept such travel or gift; approve volunteering by Mayor’s Office staff for not-for-profit organizations having business dealings with the City where it is in the City’s interest to do so; and pursuant to Board Rule 1-14, approve designations of not-for-profit organizations for solicitations made by City employees.
i. Represent the Mayor, when so directed by the Mayor, on any board, committee, commission, or corporation of which the Mayor is a member.
j. Supervise and coordinate the administrative activities and operations of all administrations, departments, agencies, boards, offices, committees, and commissions not mentioned herein that directly report to the Mayor.
k. Perform such other duties as the Mayor may direct.
§ 10. The Chief Counsel to the Mayor and City Hall shall:
a. Report directly to the Mayor.
b. Advise and assist the Mayor by providing legal and strategic guidance and counsel to the Mayor and senior policymakers at City Hall on a broad range of matters including policy, planning, litigation, investigations, legislation, compliance, communications, ethics, and transparency.
c. Supervise and coordinate all legal roles within the Office of the Mayor. All legal officers within Mayoral agencies, offices, and entities shall report directly to the Chief Counsel to the Mayor and City Hall and shall provide day-to-day support on legal matters to the head of their respective Mayoral agency, office, or entity.
d. Supervise and coordinate the Mayor’s Advisory Committee on the Judiciary, the Mayor’s Office of Risk Management and Compliance, and the Office of Administrative Trials and Hearings (including the Environmental Control Board).
e. Maintain liaison with and review the activities of the Conflicts of Interest Board, the Department of Investigation, and the Law Department.
f. Perform any function, power, or duty of the Mayor in negotiating, executing, and delivering any and all agreements, instruments, and other documents necessary or desirable to effectuate any of the matters referred to in this section or any of the programs, projects, and activities of any of the entities referred to in this section.
g. Perform any function, power, or duty of the Mayor, in relation to the authorization or execution of deeds and satisfactions, leases, easements, surrenders, restrictive declarations, mortgages, and any other grants or acquisitions of estates or interests in real property and licenses, permits, or other agreements affecting the use of real property, including authorizations and approvals to be made or given by the Mayor pursuant to sections 384, 824, 1802, and 1804 of the Charter and sections 3-119, 4-106, 5-358, and 25-805 of the Administrative Code.
h. Pursuant to Chapter 68 of the City Charter and the Conflicts of Interest Board Rules, for any of the entities referred to in this section: provide agency head approval as permitted for a position or conduct otherwise prohibited by Chapter 68; provide agency head approval for the acceptance by Mayor’s Office staff of invitations to certain events, travel, and other gifts where it is in the City’s interest for employees to attend or accept such travel or gift; and provide agency head approval for volunteering by Mayor’s Office staff for not-for-profit organizations having business dealings with the City where it is in the City’s interest to do so.
i. Represent the Mayor, when so directed by the Mayor, on any board, committee, commission, or corporation of which the Mayor is a member.
j. Perform the functions of a deputy mayor for legal affairs or comparable official under any statute, executive order, agreement, or document that references such a deputy mayor or official.
k. Perform such other duties as the Mayor may direct.
§ 11. The Director of Communications shall:
a. Report directly to the Mayor.
b. Advise and assist the Mayor regarding communications strategy.
c. Supervise and coordinate the Mayor’s Office of Ethnic and Community Media, the Office of Creative Communications, the Office of the Director of Communications, and the Office of the Press Secretary.
d. Maintain liaison with communications positions (including Deputy Commissioners, Communications Directors, Press Secretaries, Creative Communications, and more) at departments, agencies, boards, offices, committees, and commissions that directly report to the Mayor.
e. Perform any function, power, or duty of the Mayor in negotiating, executing, and delivering any and all agreements, instruments, and other documents necessary or desirable to effectuate any of the matters referred to in this section or any of the programs, projects, and activities of any of the entities referred to in this section.
f. Perform any function, power, or duty of the Mayor, in relation to the authorization or execution of deeds and satisfactions, leases, easements, surrenders, restrictive declarations, mortgages, and any other grants or acquisitions of estates or interests in real property and licenses, permits, or other agreements affecting the use of real property, including authorizations and approvals to be made or given by the Mayor pursuant to sections 384, 824, 1802, and 1804 of the Charter and sections 3-119, 4-106, 5-358, and 25-805 of the Administrative Code.
g. Perform such other duties as the Mayor may direct.
§ 12. The Chancellor of the City School District of the City of New York, the Commissioner of the New York City Department of Investigation, the Corporation Counsel of the City of New York, and the Commissioner of the New York City Police Department shall report directly to the Mayor.
§ 13. Sections 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, and 11 of Executive Order No. 2, dated January 1, 2026, are hereby SUPERSEDED.
§ 14. This Order shall take effect immediately, provided, however, that section 4 shall be deemed to have been in effect on and after April 27, 2026.
