What Are We Planning for the Fulton-Howard Site?

The NYC Department of Housing Preservation and Development (HPD) and the NYC Human Resources Administration (HRA) are planning for the redevelopment of the Bedford-Stuyvesant Multi-ServiceCenter (MSC) at 1958 Fulton Street in Brooklyn, formerly the P.S. 28 school building, and now home to eight community organizations providing services to the surrounding community. The site is comprised of the Bedford-Stuyvesant MSC building, the associated track and field fronting Herkimer Street, as well as an adjacent vacant HPD owned site.

Fist envisioned as part of the 2020 Bed-Stuy Housing Plan, the development will include 100% affordable housing, new space for the existing organizations, and new community amenities. The City will ensure continuity of services of the existing organizations during construction.

The development of affordable housing on City-owned land is initiated through a competitive process called a Request for Proposals (RFP) that asks developers to respond to a set of goals and guidelines for the site that reflect community priorities.
