Local Law 84 Outreach & Training

Local Law 84: Benchmarking (LL84) outreach provides live, telephone and online resources for building owners and property managers seeking assistance in meeting benchmarking requirements. Additionally, private consultants are available for hire to complete the benchmarking on behalf of property owners. Check back for updates on live outreach sessions.

ENERGY STAR Portfolio Manager

The U.S. Environmental Protection Agency’s (EPA) free online benchmarking tool is called ENERGY STAR Portfolio Manager. It is used to log energy and water use and to submit a compliance report to the City to comply with Local Law 84.

Note: Portfolio Manager will have a complete upgrade of its interface and functionality, to launch in summer 2013. For a brief time around June while the upgrade is being completed, the website will be offline and the Tool will not be available for use. Keep informed of these changes through this website, which will post slides from the webinars which outline the upgrades: www.energystar.gov/pmupgrade

Urban Green Council
The Urban Green Council (New York chapter of the U.S. Green Building Council) has a dedicated benchmarking web page with a useful "Compliance Checklist & User's Guide" (in PDF) tool to assist with LL84 compliance. Please visit the Urban Green Council benchmarking web page.

NYSERDA FlexTech Consultants

NYSERDA has approved a list of firms to deliver the services of benchmarking. Certain non-residential building owners may also participate in FlexTech to receive 50 percent funding off of the costs benchmarking. To learn more about the FlexTech program, and to see a list of approved FlexTech Consultants, please visit the NYSERDA FlexTech website.

Benchmarking “How to” Video
The Association for Energy Affordability (AEA), with support from NYSERDA, offered a live 3.5-hour a comprehensive review of Portfolio Manager and LL84 compliance requirements. The live course is no longer being offered, but the AEA has provided the information as a free 13-module online training course. The course is free, but online registration is required.
