Local Law 84 Outreach & Training

Local Law 84: Benchmarking (LL84) outreach provides live, telephone and online resources for building owners and property managers seeking assistance in meeting benchmarking requirements. Additionally, private consultants are available for hire to complete the benchmarking on behalf of property owners. Check back for updates on live outreach sessions.

ENERGY STAR Portfolio Manager

The U.S. Environmental Protection Agency’s (EPA) free online benchmarking tool is called ENERGY STAR Portfolio Manager. It is used to log energy and water use and to submit a compliance report to the City to comply with Local Law 84.

Note: Portfolio Manager had a complete upgrade of its interface and functionality, which launched in summer 2013.  Read about the changes and watch informative webinars at www.energystar.gov/pmupgrade.

Urban Green Council
The Urban Green Council (New York chapter of the U.S. Green Building Council) has a dedicated benchmarking web page with a useful "Compliance Checklist & User's Guide, version 3.0"(in PDF) tool to assist with LL84 compliance. This was updated in March 2014 to reflect the upgraded Portfolio Manager reporting tool. Also, please visit the Urban Green Council benchmarking web page.

NYSERDA FlexTech Consultants

NYSERDA has approved a list of firms to deliver the services of benchmarking. Certain non-residential building owners may also participate in FlexTech to receive 50 percent funding off of the costs benchmarking.
