Covered Buildings (Buildings Required to Benchmark)

Local Law 84: Benchmarking (LL84) requires large buildings to comply with benchmarking regulations. These buildings include private sector buildings that are larger than 50,000 square feet, and two or more private sector buildings on a single lot that are larger than 100,000 square feet.

NOTE: Gross square footage (GSF) listed by the New York City Department of Finance (DOF) are estimates solely for identifying buildings under LL84; when inputting information, building owners must calculate true gross square area, as defined by the Benchmarking Rule

Water Data Collection
Covered buildings that have an Automatic Meter Reader (AMR) installed for at least the entire year of 2012 are required to benchmark water in addition to energy usage.

2013 Covered Buildings Lists for Energy and Water Benchmarking (for 2012 consumption data)

Disputing the Covered Buildings List
If you see your building on the list of covered buildings, and believe its listing is inaccurate, please contact the New York City Department of Finance (DOF) to dispute building square footage or the number of buildings on a tax lot.

Email benchmarking@finance.nyc.gov and include in your email the following:

  • The building(s) borough, block and lot numbers 
  • Contact name
  • Contact email address or telephone number
  • Reason for dispute with your correct square footage

NOTE: All other inquiries about energy compliance should be directed to the Department of Buildings at sustainability@buildings.nyc.gov. All other inquires about water compliance should be directed to the Department of Environmental Protection at waterbenchmarking@dep.nyc.gov.
