Benchmarking Help Center Re-Opens
The Benchmark Help Center has temporarily suspended its live hours. Voicemails will still be returned periodically. Benchmarking Compliance Report Submission
The link to submit your Benchmarking Report to the City is now available on the Greener, Greater Buildings Plan website, www.nyc.gov/GGBP. To register and/or access your account, use the EPA’s Portfolio Manager. After you enter your data, follow the instructions on the Green, Greater Buildings Plan website to submit your Benchmarking Compliance Report.

Submitting Benchmarking Data for Multiple Buildings
Beginning June 13, 2011, revisions can be made and additional buildings can be added to Benchmarking reports generated by the Portfolio Manager Tool. Reports re-submitted after June 13, 2011, will include all new information entered as well as any other information that was previously submitted. Prior to June 13, 2011, any new information entered into the Portfolio Manager Tool would override previously submitted information and the new report would only contain the latest information entered. For more information, please review the message from the U.S. Environmental Protection Agency (EPA) about this change.

Requirements

Applicable commercial, mixed-use and residential buildings must benchmark by May 1, 2011. Property owners should begin using the EPA’s Portfolio Manager tool in January 2011 to complete benchmarking for calendar year 2010 by the deadline. Buildings without DEP-provided automatic water meter reading equipment (or with such equipment installed for less than a year) are not required to undergo benchmarking for water use in that year.

Commercial and mixed-use buildings with commercial tenant spaces must request data on the tenants' metered energy use where a given tenant space is separately metered by a utility company.


Compliance

If you own a building you may assign a representative in consultation with the building’s operating staff to benchmark your building’s energy use. When benchmarking is complete, you must send the report generated by the EPA's online tool - Portfolio Manager. Submit your report the results to the Department of Finance using the NYC portal.

If you received a Requirement to Benchmark Energy Usage notice from the Department of Finance or see your building on the list of buildings required to benchmark and believe this is inaccurate, wish to dispute your building’s square footage or wish to dispute the number of buildings on a tax lot, contact the Department of Finance at benchmarking@finance.nyc.gov. If you are disputing the square footage of your building or the number of buildings on a tax lot, please include the following information in your email:

  • Your building’s borough, block and lot number

  • Your contact name

  • Your contact email address or telephone number

  • The reason you are disputing your building’s square footage
