Street Hail Livery Permit

A Street Hail Livery (SHL) permit may be obtained by an ownership transfer from an SHL owner to a potential buyer. An SHL permit ownership transfer can only occur after TLC reviews and approves the terms of the transfer.

The Taxi and Limousine Commission (TLC) is now offering a new service for For-Hire Vehicle (FHV) and Street Hail Livery (SHL) owners, the For-Hire Vehicle and Street Hail Livery Drop-off and Pick-up Service. Drop-off and pick-up service will be available  for all individual FHV licensees and SHL owners represented by an agent or an individual with a Power of Attorney . 

All agents and representatives with a Power of Attorney form may drop off up to 10 applications once a day.  The For-Hire Vehicle - Street Hail Livery drop-off form and DMV credit card authorization form can be found below.  You do not need an appointment or a ticket to drop-off forms.  Once applications are processed, agents will receive an email to pick up plates, registrations , and a rate card within 1-2 business days.

Hours of Operation:

  • Drop-off service is open between the hours of 8:30-10:30 a.m. Applications will not be accepted after 10:30 a.m.
  • Pick-up service is between 2:30– 3:30 p.m. Please bring the copy of your drop-off form.

Street Hail Livery / Green Cab Renewals

TLC Green Cabs / Street Hail Liveries (SHLs) must renew both the SHL permit and the FHV license.  Please note, the SHL permit, and the FHV license attached to the SHL permit may have two different expiration dates.  If either the SHL permit or the FHV license attached to the permit expires, the Green cab cannot operate legally in NYC.

When to Apply for SHL Permit Renewal

  • SHL Permits are due for renewal every three (3) years.
  • The renewal must be completed by the SHL permit owner on or before the permit expiration date.  The expiration date is the date the Permit expires; it can be viewed in the TLC’s licensee portal, TLC Up.
  • If renewal is not completed before the SHL Permit expires, the permit will not be valid.
  • If the renewal payment is received after the expiration date, a twenty-five dollar ($25.00) late fee will be charged.

How to Apply for SHL Permit Renewal

  • Pay outstanding TLC tickets and Taxicab Improvement Fund surcharge payments (TIF) online, using LARS.
  • Pay the renewal fee of five hundred forty dollars ($540.00) online, using LARS (only the $540.00 inspection fee is due at time of renewal).

How to Renew the FHV license attached to the SHL Permit

  1. FHV Licenses attached to SHL permits are due for renewal every two (2) years.

Vehicle, Plate and Base Transfers / Affiliation Application

You need to complete a Vehicle Transfer/Affiliation Application & Checklist and then submit the application through appointment, make an appointment. Visit NYC TLC online appointment system.

For SHL Vehicle Owner
If the vehicle owner does not want to appear at the TLC in person, they may choose someone to come to the TLC for them by filling out the Street Hail Livery Vehicle Power of Attorney Form.


For SHL Permit Owner
If the permit owner does not want to appear at the TLC in person, they may choose someone to come to the TLC for them by filling out the Street Hail Livery Permit Power of Attorney Form.

Areas where SHL Permit Vehicles can Operate

Street Hail Livery vehicles can pick up passengers by street hail anywhere outside of Manhattan (except for the airports) and in Manhattan north of West 110th street and north of East 96th street. Street Hail Livery vehicles may also accept dispatches in Manhattan north of West 110th street and north of East 96th street and anywhere outside Manhattan, including the airports.

Get Workers' Compensation for SHL Permit

Workers' Compensation is required for Street Hail Livery permits but you do not need to provide proof to TLC.
