The NYC Taxi & Limousine Commission has passed a rule to implement and issue to vendors an Interior Advertising Provider License. This license would allow businesses to provide interior advertising in for-hire vehicles, using TLC- approved electronic tablets and software.

All Interior Advertising Providers (IAPs) licensed by the TLC are required to electronically submit gross revenue and associated driver pay data. The purpose of this webpage is to provide IAPs with the information they need in order to submit data to the TLC. Detailed instructions about what information is being collected, how to comply, and resources are available for IAPs to learn more about this process.
Timeline
Gross revenue and driver pay data for the current month are due to the TLC by the 15th of the following calendar month. The TLC will reach out to the IAP in case the submitted records were rejected. An email will be sent to the email address the TLC has in record for that IAP. If you need to change your email address contact TLC at BusinessMR@tlc.nyc.gov.

CSV Specifications
Interior Advertising Providers must follow the exact specifications provided below for the submission of CSV file.
IAPs must identify the FHV drivers that operated an advertising device while completing a trip; therefore, their license numbers must be included in the file.
Files are comma-delimited and use double quotations as escape characters. For more information about the required format for gross revenue and driver pay data submitted as CSV, please use the references below. IAPs submitting CSV file(s) must submit via TLC Up (visit Upload Process below).

Upload Process
Interior Advertising Providers can submit gross revenue and driver pay data by directly uploading files to TLC Up. If IAPs submit additional files during the same submission period, TLC will only process the last file submitted. IAPs may not send data files by mail, e-mail, or any method other than uploading them on TLC Up. On instruction on what is TLC Up and using the service, visit TLC Up.
Furthermore, when IAPs submit their gross revenue and driver pay data on TLC Up, they must also submit an affirmation statement on TLC Up that verifies that they have either:
How to Make a Submission on TLC Up
Data Submission Email Notification: Once IAPs have submitted their data with the proper file format name (iaplicense_yyyymm.csv), they will receive an email notifying them that the TLC has received their submission. The email will only be sent to the valid email the TLC has for that IAP. If you need to change your email contact TLC at BusinessMR@tlc.nyc.gov.
IAPs will also receive an email notification if part or all of their submitted data have been rejected due to an error. They will have until the end of the same month to resubmit the corrected data.
FOIL Requests and Public Disclosure
The TLC takes its fiduciary responsibility seriously as the guardian of all the data it collects. TLC will maintain these records and disclose these records pursuant to the Freedom of Information Law, in the same careful and considered manner it currently maintains and discloses the numerous other types of sensitive records it currently collects.
