Dear Tenant:

Update on the Emergency Housing Voucher (EHV) Program

We are writing to share an important update about the EHV program with you. The U.S. Department of Housing and Urban Development (HUD) announced that it will stop funding the EHV program for all Housing Authorities much earlier than expected. Unfortunately, this means NYCHA will run out of money for its EHV program by late 2026 and will no longer be able to provide EHV subsidy payments for your apartment. NYCHA is also unable to offer you a regular Section 8 Housing Choice Voucher as it originally planned to do because the program does not have enough funding.

NYCHA is working to find alternative subsidized housing options for NYCHA EHV participants within NYCHA's broad housing portfolio. In order for you to be considered for any alternative subsidized housing opportunity from NYCHA, you must fill out an application to NYCHA's Public Housing program on the NYCHA Self-Service Portal as a first step. Filling out the application will help NYCHA match you to a potential housing opportunity from a range of subsidized housing options, including Public Housing and other programs. Filling out the Public Housing Application is a crucial first action for you to take to potentially avoid responsibility for paying the  entire  contract  rent  for  your  unit when EHV funding ends.

NYCHA will begin offering NYCHA EHV participants who have successfully completed the online NYCHA Public Housing Application an alternative subsidized housing option beginning in May 2026. We urge you to complete the NYCHA Public Housing Application as soon as you can before May 1, 2026. Please make sure the information you enter in the Public Housing Application is the same information you have provided to NYCHA's Leased Housing Department (NYCHA LHD)  for  your current EHV case.

Please be sure to check your mailbox regularly for important updates from NYCHA. If an alternative subsidized housing option is identified for you, you will be notified by mail at your address on file with NYCHA LHD. When you receive this notice from NYCHA, it is very important that you follow the instructions and respond to the offer by the deadline listed in the notice.  IF YOU DO  NOT RESPOND BY THE DEADLINE LISTED IN THE NOTICE, YOU WILL LOSE THE OPPORTUNITY FOR ALTERNATIVE SUBSIDIZED HOUSING.

You can access the online NYCHA Public Housing Application by using the link below for the NYCHA Self-Service Portal, scanning the QR code, or by visiting a NYCHA Walk-in Center and applying on a NYCHA Self-Service Kiosk .

If you do not submit a completed NYCHA Public Housing application, NYCHA will not be able to offer you another subsidized housing option, either in  the  Public  Housing  program or another NYCHA housing program.

You must also continue to meet Section 8 program requirements to stay in the EHV program for now and to be eligible for other subsidized housing when EHV funding ends by (1) submitting your annual recertification on time, and (2) by allowing the inspector into your apartment for the required housing quality standards inspection. Please also make any changes to your household composition or household income by submitting an interim recertification in the Self-Service Portal. NYCHA must have up to date information to help with your potential transition to other subsidized housing.

NYCHA will be reaching out directly to your landlord to inform them of the EHV funding issue.
