Voting at Hylan Houses

On January 8, the election administrator tasked with overseeing the vote at Hylan Houses certified the tied results between the NYC Housing Preservation Trust (Trust) and the Permanent Affordability Commitment Together (PACT) program. As per the official Voting Procedures, due to the tie, a runoff vote is being conducted.   

Beginning February 26, residents of Hylan Houses will have the opportunity to vote on the future of the development. Residents will have the ability to decide between the Trust or PACT program for building renovations. Under state law, NYCHA must follow the wishes of the residents and implement the option that receives the most votes. .

How to vote?  

At the beginning of the voting period, each eligible voter will receive the following voting materials in the mail:  

  • A paper ballot to vote by mail or in-person;  
  • An envelope with a mailing return address and prepaid postage that must be used if voting by mail; and  
  • Information and credentials residents can use to securely vote online.  

Voting by mail  

  • Every eligible voter will be sent a ballot. Residents can vote by completing the ballot provided and using the return envelope to mail in the vote. The ballot return envelope must be postmarked no later than March 27, 2025, to be counted.  

Voting online  

  • Eligible voters can vote online starting Wednesday, February 26, 2025, at 12 PM through Thursday, March 27, 2025, at 9 PM. Online voting is available for the entirety of the voting period. The website address and credentials will be provided with the voting materials mailed to each eligible voter.  

Voting in person  

  • Eligible voters may vote in person at a location at or near Randall-Balcom starting Monday, March 18, 2025, through Thursday, March 27, 2025 (the final 10 days of voting). The hours will be 12 PM – 8 PM with extended hours of 11 AM – 9 PM on the last day of voting, March 27.  

How do I know if I am eligible to vote?  

Any person who meets the following criteria is eligible to vote:  

  • Listed on the household composition of an apartment at Randall-Balcom;   
  • At least 18 years of age as of Thursday, March 27, 2025 (the final day of voting).  

“Household composition” is defined as the head(s) of household and all other residents with permanent permission from NYCHA to reside at Hylan Houses. Household composition will be determined based on your most recent Annual Recertification or Interim Recertification.
