Michael Sedillo brings a proven track record within city government of cutting red tape, unlocking critically-needed resources and funding for nonprofits, and spearheading issues that support job creation for working-class New Yorkers. Sedillo started his career in New York City government as a change management analyst at MOCS. He joined City Hall in 2019 under then-Deputy Mayor for Strategic Initiatives Phil Thompson as his deputy chief of staff before joining the current Adams administration as a senior advisor. In 2022, he led an initiative to clear a backlog of unregistered contracts that unlocked more than $6 billion in contractual dollars for providers. In 2023, he led a successful Albany legislative campaign to win passage of the historic community hiring program, which leverages the city’s purchasing power to create thousands of jobs for low-income New Yorkers. Sedillo also led efforts that resulted in a 30 percent reduction in the city’s job vacancies from its 2022 peak. Through “Jobs NYC,” Sedillo oversaw efforts to reduce disproportionately high unemployment rates in each borough. The Jobs NYC team hosted 25 hiring halls across the city, engaging over 8,000 New Yorkers in public- and private-sector job opportunities. Pragya is the Chief of Staff at MONS. Prior to that, she worked for the Office of the First Deputy Mayor, on political campaigns and as a consultant for corporate and non-profit clients. Jenny Way, Deputy Director of Contracting at the NYC Mayor’s Office of Nonprofit Services, is a 20 year veteran of New York City government. She brings a deep commitment to collaboration and a passion for public service. Jenny is a subject matter expert in NYC procurement and nonprofit partnerships, and as a committed leader Jenny is an asset to the MONS team. From 2022 to 2025 Jenny served as the Senior Associate Director for Compliance at the NYC Mayor’s Office of Contract Services (MOCS), and focused on creating structures for sustained government coordination, standardizing vendor compliance policy and procedures, and transforming key compliance activities in NYC procurement and contract management.
From 2018 to 2022, Jenny served as the Deputy Inspector General for Policy at the NYC Department of Investigation, the oldest investigative agency in the country, with oversight of nonprofit vendors and 35 City agencies. At DOI, she managed proactive data science projects using HHS Accelerator and FMS data, DOI policy and procedure recommendations, and complex financial investigations.
Jenny was appointed by Mayor Bloomberg as the NYC Nonprofit Contract Facilitator in 2009, ran the first vendor help line at MOCS, created the NYC Nonprofits website, worked with nonprofit vendors and City agencies to write the Human Services Standard Contract, managed the expansion of the Returnable Grant Fund loan program, and contributed to the design of HHS Accelerator and PASSPort. She grew the Capacity Building and Oversight unit into the Risk Management team, which she expanded in 2023 to create the MOCS Vendor Integrity Unit.
Jenny holds a Bachelor of Science from New York University, and a Masters in Urban Planning from Hunter College. She lives in Weeksville, Brooklyn, with her husband and son, and has served in various parent leadership roles at her son’s public schools, including PTA Secretary and is currently a parent member of the School Leadership Team. His expertise includes organizational development, leadership, strategic thinking, and fiscal management. Miguel is passionate about supporting BIPOC-led nonprofits and has a proven track record in implementing capacity-building initiatives. Prior roles include Senior Director for Capacity Building at the Department of Youth and Community Development and Director of Strengthening NYC Nonprofits at United Way of NY. Shavone Williams is the Director of External Affairs at the Mayor’s Office of Nonprofit Services. With over a decade of experience in public relations and digital marketing, she has led communications strategies across both the public and private sectors. Prior to her current role, Shavone held key positions at Risa Heller Communications, where she oversaw public relations for a range of real estate and nonprofit clients; the New York City Economic Development Corporation, where she executed strategic communications for major economic development initiatives; and the NYC Department of Design and Construction, where she served as agency spokesperson and liaison to the Mayor’s Office. She also managed media relations and community development at Resorts World Casino New York City. Shavone holds a Master of Arts in Public Relations from Hofstra University—where she also serves as an Adjunct Instructor—and a Bachelor of Arts in Broadcasting Communications from the State University of New York at Oswego. James Gunn is the Senior Director of Strategic Initiatives at MONS. He started his career working with older adults as a program associate for Citymeals on Wheels and Case Worker for older adults in Nassau county. First joining city government in 2018, James worked at the Mayor's Office of Contract Services where he helped to design, build and implement PASSPort. In his most recent role in New York City government he served as a Project Manager for the Deputy Mayor for Public Safety overseeing large-scale technology projects across the public safety agency portfolio.
