Property owners of residential buildings are required by law to register annually with HPD. The next property registration cycle has begun and runs through August 31, 2025. Residential buildings are required to register annually if the property is:
Building registrations must also be filed whenever ownership changes or whenever the information on a valid registration changes (example, new managing agent or site management).
Anyone who fails to register or willfully files a false registration shall be subject to civil penalties. Additionally, if you do not register your property, you will be unable to file for Dismissal Requests, file certifications of correction of violations, or file actions against tenants in Housing Court.

As an alternative to certifying violations using paper, owners and managing agents can utilize HPD’s paperless online eCertification portal to certify eligible violations. eCertification is an online application which allows validly registered property owners and managing agents to certify New York City Department of Housing Preservation and Development (HPD) violations and Housing Quality Standards (HQS) failures online! HPD's eCertification is free to enroll in and use! Save time and money and notify HPD immediately of a correction to a violation or failure condition!
A building's Property Registration must be current, and only named owners, officers, or agents are eligible to enroll for eCertification. Enrollment will remain active for as long as a building remains validly registered. Please note that lead violations are not eligible for eCertification.
eCertification makes the process of certifying violations easier, however there are a few violations that are not eligible for online certification, regardless of violation class. Certification of these violations require additional affidavit paperwork and require use of the Certificate of Correction form included in the Notice of Violation package. As a reminder, eCertification and Property Registration go together. If property owners fail to register their properties by August 31st, their buildings will be automatically disenrolled from eCertification. Re-enrolling the building will only be possible after a Property Registration is validly updated. You must register properties on-time to avoid any inconvenience. Owners should contact the eCertification Administration Unit by calling 212-863-5414 or emailing ecertadmin@hpd.nyc.gov for assistance in updating the information on their account.

The Department of Buildings'(DOB) Boiler Unit regulates the installation, maintenance and operation of boilers and fuel oil storage installations within the City of New York. Property owners are responsible for ensuring that their boilers operate safely and in compliance with the NYC Construction Codes and other applicable rules and regulations.
We strongly encourage you to conduct mandatory annual inspections of your boilers as required and ensure that your boilers are legally maintained in accordance with manufacturer instructions to ensure that heat is adequately provided.

Con Edison is now offering free Natural Gas Detectors as part of a program to help enhance gas safety. These detectors are designed to alert residents to potential gas leaks and are installed by Con Edison at no cost. The program is currently running in Manhattan, Queens, and the Bronx and is expected to continue through 2025.
How to Schedule Your Installation Appointment and What to Expect
If you’re the building owner, you’ll receive a letter from Con Edison several weeks before your estimated installation date.
If you’d prefer to schedule your own appointment, please call 1-800-643-1289, option #4.
The natural gas detector will then be installed in your basement, typically in the area where the gas service pipe or other utilities enter your home or building. This area may be near Con Edison’s gas meter but will vary depending on the location of the meter and the layout of your basement. The installation should take less than an hour and there is no need to turn off your gas service.

The Charge Program is a pilot initiative to help NYC building owners install universal micromobility charging cabinets for the convenience and safety of their residents. TEMP, a non-profit organization has partnered with PopWheels to expand safe and secure micromobility charging by offering grants and technical assistance for the installation of universal charging cabinets. Grants of up to $10,000 are available to eligible NYC property owners to install battery charging cabinets.
Universal charging cabinets are enclosures designed to securely charge multiple e-bike batteries at once. Each cabinet is equipped with smart sensors, automatic shutoffs, and a proprietary fire-extinguishing system that rapidly neutralizes thermal runaway events by ejecting overheating batteries into a sealed tank.
