RFP Release 

HPD released the 324 East 5th Street Request for Proposals (RFP) on May 29, 2025. HPD invites developers to submit proposals to develop high-quality, sustainable housing in Manhattan Community District 3. An online pre-submission conference was held on June 23, 2025. Submissions are due no later than 4:00 PM on Friday, August 22, 2025

Responses to all questions and inquiries received before July 8, 2025, including from the pre-submission conference, and updated forms are provided in the addendum linked below. All future questions about the 324 East 5th Street RFP must be submitted by email to East5thRFP@hpd.nyc.gov by July 25, 2025. Any updates and/or additional communications regarding this RFP will also be posted on HPD’s website.

Interested parties that choose to download the RFP must provide their contact information by submitting the form below. Only those who provide their contact information will receive updates or additional communications regarding the RFP. The RFP contains a detailed description of the development program, requirements, guidelines, eligibility requirements, selection process, and submission requirements.
