Bedford-Stuyvesant Community Wealth and Wellness RFP

The New York City Department of Housing Preservation and Development (HPD) is planning for the development of high-quality and sustainable affordable housing on two City-owned sites in Brooklyn Community District 3, located in Bedford-Stuyvesant. The development of these sites supports the goals outlined in the Bedford-Stuyvesant Housing Plan, including among others, creating new affordable rental and homeownership opportunities, and promoting safe and healthy housing.

1 Community Visioning

HPD launched the Bedford-Stuyvesant Housing Initiative in Spring of 2019 to evaluate and improve upon the agency's affordable housing investments in Bedford-Stuyvesant. By working with local community groups and coordinating housing-related city agencies, the initiative is designed to ensure that HPD programs and investments are working towards common objectives for the neighborhood and that housing developed on public land responds to local needs. Through a series of public workshops, community surveys, and stakeholder meetings between March 2019 and January 2020, HPD gathered community priorities and visions for the development of the sites included in the Bedford-Stuyvesant Community Wealth and Wellness RFP.

Input gathered at these workshops and through online questionnaires are summarized in the Bedford-Stuyvesant Housing Plan. The plan is also attached as an addendum to the RFP, and respondents were strongly encouraged to consult this report in developing project proposals.

2 Open Request

HPD released the Bedford-Stuyvesant Community Wealth and Wellness RFP on November 20, 2020. An online pre-submission conference was held on December 22, 2020. All proposals were due no later than 4:00pm on February 22, 2021.

4 Developer Designation

Site 1, Fulton-Howard East

On December 30, 2021, HPD announced the designation of Site 1, Fulton-Howard East, to Almat Urban and the Bedford-Stuyvesant Restoration Community Restoration Corporation. The development team will transform the site into a 100 percent affordable homeownership development for first-time home buyers. The 11-story mixed-used development, the Norma, will give rise to 44 homeownership opportunities through a mix of 1- to 3-bedroom condo-style coops for low- to moderate-income households with a broad range of affordability.
