Grocery stores are central to our food system. We know that grocery stores are distributed inequitably throughout our City. In collaboration with DCP, we have expanded the Food Retail Expansion to Support Health (FRESH) program to support the construction and maintenance of grocery stores in historically underserved community areas. FRESH provides zoning and financial incentives for the establishment and retention of grocery stores. Since 2009, this program has allowed for the opening of 30 FRESH stores within walking distance of 1.2 million previously underserved New Yorkers. There are another 21 FRESH stores in various stages of development that will offer fresh food choices to an additional 300,000 New Yorkers in underserved communities.
