Catskill Influent Chamber

The New York State Department of Environmental Conservation (DEC), as lead agency, has determined that the proposed modification to the DEC State Pollutant Discharge Elimination System (SPDES) Permit for the Catskill Influent Chamber (Catalum SPDES Permit No. 026 4652), to incorporate measures to control turbidity in water diverted from Ashokan Reservoir and to postpone dredging of alum floc at Kensico Reservoir until completion of certain infrastructure projects, may have a significant adverse impact on the environment, and an Environmental Impact Statement (EIS) will be prepared.

A Draft Scoping Document for the Modification of the Catalum SPDES Permit EIS was issued on April 9, 2014, and distributed for public review and comment. Public meetings were held on May 12, 2014 at the Ulster County Community College, Stone Ridge, New York, and May 14, 2014 at the Mount Pleasant Town Hall, Valhalla, New York. Both meetings included an afternoon and evening session. The original comment period was set to end on July 8, 2014 but was extended, in response to requests made through the public comment process and closed on August 29, 2014.

The Final Scope was issued on March 22, 2017 and takes into consideration feedback from the public review process and includes responses to the comments received. The Draft EIS was issued on December 16, 2020. Virtual public hearings were held on February 4, 2021 and March 3, 2021.
