The DCAS Office of Surplus Activities (OSA) handles surplus City property and either transfers it to other City agencies if it is needed, auctions it off if it is no longer needed by the City of New York, or, in certain circumstances, disposes of the property. Surplus property sales are managed through online auctions.

To begin bidding, simply click on Register on the home page. There are no fees to register. Offerings may include items such as: office supplies and equipment, furniture, building supplies, machine tools, HVAC/plumbing/electrical equipment, lab equipment, marine equipment, and more.

Local Law 81 of 2023 was enacted on June 25, 2023, mandating that the Department of Citywide Services (DCAS) donate surplus computer equipment that is no longer in use, and not needed for use by any agency, to eligible organizations for beneficial use. Eligible organizations include, but are not limited to, schools, libraries, and non-profit organizations serving individuals with disabilities, senior citizens, or low-income individuals.
