Who Must Have a Horse Drawn Cab Driver License?

You must have a Horse Drawn Cab Driver license to drive a horse drawn cab in New York City.

Note:

  • An applicant who has not been licensed previously will receive a probationary license upon application approval.
  • A probationary license holder may ride alongside a licensed driver at any time.
  • A probationary license is valid for six months from the date of issuance.

License Requirements

The Department of Consumer and Worker Protection (DCWP) will deny your application if you fail to provide the required documents and information:

One Current Color Passport-size Photograph of License Applicant

Online: Applicants can upload an image file of digital passport photo quality.
A digital camera with a resolution of 1 mega-pixel is adequate.

Mail: Applicants can submit a current color passport-size photograph.

In Person By Appointment Only: See Questions section to contact DCWP.
DCWP will photograph license applicants at no cost.

Horse Drawn Cab Operator’s Course Completion Certificate

Submit a copy of the certificate from the New York City Department of Health and Mental Hygiene showing that you have successfully completed the Horse Drawn Cab Operator’s Course. To register for this course, go in person to the address below with two passport-size photos of yourself and a $25 money order for the course fee. Cash or checks are not accepted.

Certificate Recommending an Applicant for a Horse Drawn Cab Driver License

A New York City-licensed Horse Drawn Cab Driver must complete and sign the certificate which confirms your successful completion of an apprenticeship.

Proof of Age

Horse Drawn Cab Driver applicants must be at least 18 years old. Proof of age can include:

  • U.S.-issued driver’s license or non-driver’s license identification
  • License or permit issued by a government agency
  • Passport
  • Alien card/green card
  • City, State, or Federal employee ID card
  • Municipal ID card

Granting Authority to Act Affirmation

Required if someone other than the license applicant will prepare and submit this application. The applicant must sign the license application and all related forms. Download Granting Authority to Act Affirmation.

License Fee

License Period: 2 years

Expiration Date: May 31 in Even Years

If You File Your Application Between These Dates:

  • From June 1 in an even year to November 30 in an even year:
    • Pay $30 for a license expiring May 31 of the next even year. (Valid for at most 24 months.)
  • From December 1 in an even year to May 31 in an odd year:
    • Pay $23 for a license expiring May 31 of the soonest even year. (Valid for at most 18 months.)
  • From June 1 in an odd year to November 30 in an odd year:
    • Pay $15 for a license expiring May 31 of the soonest even year. (Valid for at most 12 months.)
  • From December 1 in an odd year to May 31 in an even year:
    • Option 1: Pay $8 for a license expiring May 31 of the same even year. (Valid for at most 6 months.)
    • Option 2: Pay $38 for a license expiring May 31 of the next even year. (Valid for at most 30 months.)

Pay by:

  • Credit card (Visa, MasterCard, American Express, Discover Card only) (Online or in person)
    You will be charged a nonrefundable 2% Convenience Fee.
  • eCheck (Online)
  • Check or money order payable to DCWP (In person or by mail)
