FOIL Requests

Due to the COVID-19 pandemic, there may be delays in response to FOIL requests. In order to ensure a timely response, you are encouraged to submit any FOIL requests using the OpenRecords Portal.

New York State's Freedom of Information Law (Public Officers Law §§84-90), commonly known as FOIL, allows members of the public to access records maintained by governmental agencies.

FOIL requests must be made in writing. When making your FOIL request for records, please be as specific as possible so that the CCRB can properly identify records that are responsive to your request.

How to Submit a FOIL Request:

Online: You can submit your FOIL request by completing the "Request a Record" form at Open Records. Select the Civilian Complaint Review Board from the Agency dropdown menu.

By Email: If you wish to submit your FOIL request by email, please send your FOIL request to foil@ccrb.nyc.gov

By mail: If you wish to submit your FOIL request by mail, please send your FOIL request to the following address:

In your letter or email requesting CCRB records via FOIL, please include your full name and address where records can be sent.

FOIL Appeal Procedures: Any person denied access to a record may appeal within thirty (30) days by writing a letter requesting an appeal to:
