OTCR: Pre-Approved Ancillary Dwelling Unit (ADU)

A Pre-Approved ADU Plan is a site-agnostic, Backyard ADU architectural design that the DOB has reviewed for general construction code and zoning regulation compliance and FDNY for sprinkler system compliance. Site-specific applications will be reviewed for all applicable code and zoning requirements not addressed by the pre-approved application process.

To use a Pre-Approved Plan for a specific project:

  • The original Applicant-of-Record (AOR) files a standard plan examination job application with DOB for construction document and permit approval.
  • The application must reference both the OTCR assigned Submittal Number and the PAPL Application Number when prompted while completing the PW1 form.

    Provide Pre-Approved ADU Plan Number, if applicable:

  • Site-specific conditions such as zoning compliance and NYC Construction Code compliance, including but not limited to foundation design, exterior walls, and NYC DEP site utility connections, must be addressed.
  • The Standard Plan Examination review of the pre-approved design will focus on site-specific conditions, thus streamlining the overall DOB review process.
