In December 2013, New York City Local Law 145 of 2013 was enacted to address pollutant reduction of heavy duty trade waste vehicles. The law requires that by January 1, 2020, all heavy duty trade waste vehicles operating in New York City be equipped with either: an EPA certified 2007 (or later engine) or utilize "Best Available Retrofit Technology," as defined by the New York City Department of Environmental Protection. See Title 24, Chapter 1, Subchapter 7, of the New York City Administrative Code § 24-163.11. In an effort to prepare for the implementation of the requirements set forth under this law, the Commission is seeking information about the current fleets of all of the Commission's licensees and registrants.

Provide the following information for all diesel vehicles with BIC issued license plates that have a gross weight of over sixteen thousand pounds: VIN number, truck year, gross vehicle weight, gross vehicle weight rating, engine name, engine model year, engine horsepower, expected compliance method, expected replacement date of vehicle, net book value, and ownership.
You must submit this information to the Commission on or before April 18, 2017, in an electronic Microsoft Excel spreadsheet. A blank copy of the spreadsheet, along with a sample spreadsheet, resource document to help you identify the engine information, and an instruction sheet.
