Officers

David Womack
Executive Director

Mr. Womack was appointed Executive Director of the Authority in 2021. He is a graduate of Yale University and received an M.BA. from the Tuck School of Business Administration at Dartmouth College. He also serves as Deputy Director of Financing Policy and Coordination at the Office of Management and Budget of the City.

Laura Neesley
Vice President and Treasurer

Laura Neesley (née Tarbox) has served as Deputy Treasurer to the Corporation since 2020, previously serving as Assistant Treasurer. She is currently a Senior Assistant Director in the Financing Policy Unit of the New York City Office of Management and Budget, where she began working in November of 2008. Prior to joining OMB, she worked as a municipal credit analyst for CIFG Services, Inc. She received a B.S. in Urban Planning from Cornell University.

Raymond Lee
Comptroller

Mr. Lee was appointed Comptroller in December 2022. He is a graduate of the New York University Stern School of Business. He also serves as Assistant Director at the Office of Management and Budget of the City.

Kemraj Narine
Deputy Comptroller

Mr. Narine was appointed Assistant Comptroller in 2011, and subsequently was appointed Deputy Comptroller in 2014. He is a graduate of York College of the City University of New York.

Deborah Cohen
Assistant Secretary

Ms. Cohen was appointed Assistant Secretary in 2024. She is a graduate of the University at Buffalo and the George Washington University Law School. She also serves as Deputy General Counsel to the New York City Office of Management and Budget.

Michael Moore
Assistant Secretary

Mr. Moore was appointed Assistant Secretary in 2025. He is a graduate of Seton Hall University and Rutgers Law School. He also serves as Acting Chief of the Municipal Finance Division of the New York City Law Department.

Jeffrey Werner
Secretary

Jeffrey Werner currently serves as General Counsel to the New York City Office of Management and Budget. He has served as Assistant Secretary to the Authority since his appointment in 2013. Mr. Werner also serves as Secretary to the Hudson Yards Infrastructure Corporation, TSASC, Inc. and the New York City Municipal Water Finance Authority. Mr. Werner is a graduate of Bowdoin College and Columbia Law School.

Accounting Manager

Ms. Sharma was appointed Accounting Manager in 2015. She is a graduate of York College of the City University of New York.
