NEW YORK – Department of City Planning (DCP) Director Marisa Lago today announced the launch of the first-ever digital version of New York City's biennial Ten-Year Capital Strategy.

“We’re committed to giving New Yorkers the tools that they need to understand, access and get involved in shaping the future of our city. I encourage every New Yorker to explore this easy-to-use fiscal guide and get to know the city you love – at the dollar level,” DCP Director Marisa Lago said.

“Access to capital planning information is critical for New Yorkers to be engaged in the process, and this new tool will allow them to have just that. New Yorkers should get involved in the future look of New York City. I applaud the Department of City Planning for the launching of the first digital guide for the City’s 10-year capital strategy,” said New York City Council Speaker Corey Johnson.   

“In an effort to continue making the City’s budget more transparent and publicly accessible, the Department of City Planning is launching the Ten-Year Capital Strategy website. This website will become a vital tool in informing the public and local stakeholders about the moneys invested in our infrastructure. Capital planning is being brought to the people for true community perspectives on the infrastructure needs of the city,” said Council Member Vanessa Gibson, Chair of the Subcommittee on Capital Budget/Finance.

"New York City's capital plan is a roadmap to our infrastructure priorities for the next decade -- how we invest in the school buildings that educate our kids, in the resiliency infrastructure for a city amidst climate change, in parks and libraries and streets and sewers and neighborhoods that sustain us. Thanks to the Department of City Planning for working to draw the attention of more New Yorkers to these critical questions. I hope that we as a city will rise to the challenge presented here of planning for a more equitable and sustainable future, of making hard decisions together, and of doing a better job to keep track of whether capital projects are delivered on-time, on-budget and in alignment with this 10-year strategy,” said Council Member Brad Lander.

Produced with the Mayor’s Office of Management and Budget (OMB), the new platform lays out the goals, policies, constraints, assumptions and criteria used by the City to assess capital needs, as well as anticipated sources of funding. This interactive version of the plan makes the content more accessible to community boards, policymakers and the public at large.  

The Ten-Year Capital Strategy reflects a broad, long term vision of the City’s capital plan as of the Fiscal Year 2020 Executive Budget.

Learn about the City’s plans to allocate $116.9 billion in the current Ten-Year Capital Strategy, including:

• An Overview of Spending that shows the allocation of our capital resources across agencies, program types and lifecycle categories. 
• Guiding Principles that provide City agencies with a long-term framework to use in developing their capital project portfolios and underlying planning processes. These four principles are:
  • Sustaining the City’s financial responsibility
  • Promoting forward-looking, holistic capital planning
  • Advancing a more equitable City
  • Considering community perspectives in capital planning and decision-making
• Investment Priorities that help City agencies make capital investments that reflect citywide policy and strategic goals. Those six priorities are:
  • Maintain the City’s infrastructure
  • Support growth and affordability
  • Expand access to education and economic opportunity
  • Revitalize and protect our waterfront
  • Build stronger connections between communities
  • Promote health and safety

This capital planning information is brought to life through interactive project spotlights, illustrative graphs, maps and pictures. For example, one such graphic breaks down how and where New York City is investing $116.9 billion to improve neighborhoods, services and infrastructure. The Ten-Year Capital Strategy is separate and distinct from the City’s adopted Capital Budget and four-year Capital Commitment Plan, which, due to the passage of time and other factors, reflect changes from the Ten-Year Capital Strategy. These documents are available on OMB’s website.

The Ten-Year Capital Strategy Plan website is the latest digital platform to increase transparency and public engagement. Other available tools include: ZAP Search, ZoLa, the Digital Zoning Resolution, Population FactFinder, Community District Profiles, Metro Region Explorer, Waterfront Access Map and NYC Street Map.
