Water Board Officers

Albert Kramer, Executive Director

Mr. Kramer was appointed Executive Director of the Board in September 2026. Mr. Kramer also serves as Deputy Commissioner of DEP’s Bureau of Customer Services, a role he was appointed to in August 2024 after serving as Deputy Commissioner on an acting basis since January 2024. Since joining DEP in 2011, Mr. Kramer has held several roles in the agency, including serving as Chief of Staff in the office of the First Deputy Commissioner and in the Bureau of Customer Services, as well as holding operational roles within the technology and customer service functions that included Program Manager for Process Improvement and Director of Business Services. He began his career with the City as an Urban Fellow in the Mayor’s Office of Long-Term Planning and Sustainability. Mr. Kramer holds a Bachelor’s degree from Wheaton College and a Master of Business Administration degree from the Stern School of Business at New York University.

Omar A. Nazem, Treasurer

Mr. Nazem was appointed Treasurer in March 2016. Prior to joining DEP, Mr. Nazem worked in the investment management industry, most recently at Exium Partners, Coller Capital, and J.P. Morgan Asset Management. Mr. Nazem is a graduate of Harvard University and is a CFA charterholder.

Michael Moore, Secretary

Mr. Moore was appointed Secretary in March 2025. He currently serves as the Chief of the Municipal Finance Division of the New York City Law Department. Mr. Moore has served at the Law Department since 2012. He is a graduate of Seton Hall University and Rutgers Law School.
