NYCHA REOPENS ANNUAL RFQ PROCESS FOR DEVELOPERS, GENERAL CONTRACTORS, PROPERTY MANAGERS, AND SOCIAL SERVICE PROVIDERS TO PARTNER WITH THE AUTHORITY

The Request for Qualifications (RFQ) is for partners who can provide repairs through the PACT program and support the development of new construction, with 169 entities already pre-qualified through prior RFQs, including 30 minority- and women-owned businesses and 34 non-profit social service providers

NEW YORK – The New York City Housing Authority (NYCHA) today rereleased a Request for Qualifications (RFQ) to solicit partners for the Permanent Affordability Commitment Together (PACT) program and other real estate activities that will allow the Authority to make significant investments in its aging housing stock and positively transform communities.

The RFQ enables NYCHA to streamline the procurement process by creating annual pre-qualified lists of developers, property managers, general contractors and social service providers who are eligible to partner with NYCHA on future projects, while supporting the Authority’s aim to partner with diverse teams to secure capital sources and operational expertise.

“NYCHA’s real estate department is consistently working with its partners and residents to ensure residents are able to shape the future of their neighborhoods with the most capable partners, and this RFQ is another tool to make that happen,” said NYCHA Interim Chief Executive Officer Lisa Bova-Hiatt. “We look forward to seeing the submissions and their ability to assist the Authority to reach its full potential.”

The RFQ previously focused specifically on PACT and was expanded this year to include other real estate opportunities, including new construction. The PACT program has generated more than $3.4 billion in capital funding for comprehensive apartment renovations and building infrastructure improvements for more than 15,000 apartments.

Following the release of the RFQ, NYCHA will make its pre-qualified partner lists public to facilitate the creation of comprehensive development teams. The RFQ will be followed by solicitations for specific projects involving NYCHA developments and redevelopment opportunities.

Developer, general contractor, property manager, and social service provider submissions are due by 5 p.m. on January 27, 2023.
