Supportive Services Only 

Supportive Services Only (SSO) projects allow recipients to provide supportive services to families and individuals experiencing homelessness. Examples include street outreach, housing navigation, street medicine, and care coordination. Programs should take a holistic, multi-disciplinary approach that maximizes use of community partnerships and resources to help move people quickly to a housing solution. 

Program Considerations

• SSO projects may not serve participants for whom they are also providing housing
• or housing assistance.
• SSO project participants may continue receiving services for up to six months after
• moving into permanent housing.
• Capital funding for new construction is not an eligible cost for SSO projects.
• SSO programs may not have a Leasing or Rental Assistance line item to provide transitional or permanent housing as part of the project.

Participant Eligibility

CoC-funded SSO programs may serve individuals and families who qualify as homeless under the following HUD-defined categories:

1) Individuals and families experiencing literal homelessness

4) Fleeing/attempting to flee domestic violence

SSO programs may serve participants currently staying in emergency shelter.

Note: There is no requirement that participants be unsheltered or chronically homeless.

Note: Individuals and families at risk of homelessness may not be served by SSO projects.
