Applications will be accepted on a rolling basis. The Qualified Neighborhood Builders Fast Track Developer List will be updated periodically to include newly accepted applicants.
The NYC Department of Housing Preservation and Development (HPD) invites experienced non-profit organizations and minority or women-owned developers to create new affordable housing construction that meets HPD’s high standards for design, development, and planning on City-owned sites. The Neighborhood Builders Fast Track Request for Qualifications (RFQ) will establish a list of qualified developers that HPD designates as qualified to develop and construct high-quality affordable housing development projects on sites that will be available for disposition by HPD or other City agencies.
Qualified developers must be eligible non-profit organizations or minority- or women-owned enterprises (M/WBE) and must have an interest in and demonstrated capacity to maintain the long-term physical and financial viability, regulatory compliance, and responsible ownership of affordable housing developments.
Once established, the list will be used to select developers to participate in subsequent competitive review processes for specific sites. In a future competitive process, qualified developers may partner with another entity that is not on the list through a joint venture partnership. That partnership, however, must include a non-profit organization or M/WBE firm that holds at least 51% of the managing ownership interest in the project.
It is important to note that not all qualified developers appearing on the Qualified List will be invited to compete for a site or sites through this RFQ. In some situations, there may be a request for additional information and/or additional competitive steps in the designation process.
Applicants must be nonprofit organizations or minority- or women-owned enterprises (M/WBE). Applicants will be evaluated based on criteria outlined in the Neighborhood Builders Fast Track RFQ.
A Pre-Submission Conference will be held virtually on April 9, 2026 from 1:00pm-2:30pm. Interested organizations are strongly encouraged to attend this conference. To access the pre-submission conference, please register for the event using this link and you will receive a link to the online conference the day of the event.
If you cannot participate in the online conference, responses to all inquiries will be collectively provided in the addendum to be posted on this webpage. Any updates and/or additional communications regarding this RFQ will also be posted on HPD’s website.

Interested parties that choose to download the RFQ using the link below must provide their contact information. Only those who provide their contact information will receive updates or additional communications regarding the RFQ. The RFQ contains a detailed description of the submission requirements. The submission deadline is May 8, 2026. HPD reserves the right to accept applications on a rolling basis.
